“التعيينات الأمنية في لبنان: الخلافات السياسية رهن توافق الرؤساء”
نفى مصدر سياسي مطلع على مجريات الأمور في كل من قصر بعبدا وعين التينة وجود أي خلاف بين رئيس الجمهورية جوزف عون ورئيس مجلس النواب نبيه بري بشأن ملف التعيينات الأمنية. وأوضحت مصادر عين التينة أن الدقائق العشرين التي أمضاها رئيس المجلس في بعبدا قبل أيام ليست دليلاً على وجود خلاف بين الرئيسين، بل بالعكس كانت استكمالًا للمشاورات التي بدأت منذ فترة طويلة، وتهدف إلى تمكين كل منهما من عرض تحفظاته أو إيجابياته حيال بعض الأسماء المطروحة للقيادات الأمنية.
على الرغم من أن الاجتماع لم يتمكن من معالجة التباينات بين الخيارات المطروحة لكل من الرئيسين، إلا أن المصادر أكدت أنه سيجري المزيد من التشاور لمحاولة التوصل إلى تفاهمات. ورغم هذه التباينات، لا يبدو أن هذه الخلافات ستعرقل التعيينات الأمنية.
من جانبه، أكد رئيس الحكومة نواف سلام على أن المشاورات بشأن التعيينات جارية ولا يعترض عليها، لكنه في الوقت ذاته يحرص على تقديم صورة أكثر شفافية وتقدماً عن التعيينات المقبلة، والتي يجب أن تختلف عن مقاربات الحكومات السابقة. سلام أشار إلى أنه من غير المنطقي أن تمر التعيينات عبر “خط عسكري”، كما أكد على ضرورة أن يكون للوزراء رأيهم في عملية التعيينات.
وبالنسبة للتعيينات المالية، أضافت المصادر أن الأمر نفسه ينطبق عليها. ففي الجلسة الأخيرة بين سلام ووزير المالية ياسين جابر، لم يتم التوصل إلى حل نهائي بشأن الأسماء المطروحة لتولي منصب حاكمية مصرف لبنان.
لا يستبعد أن يتم حسم التعيينات الأمنية والعسكرية في جلسة مجلس الوزراء الخميس المقبل، بشرط التوافق بين الرؤساء قبل الجلسة، وذلك لتجنب أي خلافات علنية على طاولة المجلس. وحسب المصادر، لا تزال الخلافات تدور حول اسم المرشح لتولي مديرية الأمن العام. حيث يتمسك رئيس مجلس النواب نبيه بري بترشيح العميد مرشد سليمان، بينما يفضل رئيس الجمهورية جوزف عون ترشيح العميد محمد الأمين، مدير المخابرات في البقاع. إلا أن المصادر تكشف أن هذا التباين لن يؤدي إلى مشكلة كبيرة، وسيتم التوصل إلى تفاهم حول أحد الاسمين قبل الجلسة المقبلة.
أما بالنسبة للتعيينات في قيادة الجيش اللبناني ومديرية قوى الأمن الداخلي، فإن الاتفاق لم يُحسم بعد. ورغم ذلك، يُعتبر العميد رودولف هيكل هو الأقرب لتولي قيادة الجيش. وفي هذا السياق، يُصر رئيس الجمهورية على إتمام التعيينات الأمنية في الجلسة المقبلة للحكومة، نظرًا لأهميتها، ومن ثم سيتم متابعة التعيينات المالية المرتبطة بحاكمية المصرف المركزي في جلسة لاحقة. وبعد ذلك، تُستكمل التعيينات الإدارية، جنبًا إلى جنب مع التشكيلات القضائية والدبلوماسية، وفقًا للتفاهم بين الرؤساء.
ومع ذلك، تؤكد المصادر أنه لن يكون بالإمكان إنجاز سلة متكاملة من التعيينات دفعة واحدة، بل سيتم ذلك على مراحل وفق الآلية التي سيُقرّها مجلس الوزراء.
“Security Appointments in Lebanon: Political Disagreements Pending Presidential Consensus”
Political sources close to both Baabda Palace and Ain al-Tineh have denied any disagreement between President Michel Aoun and Parliament Speaker Nabih Berri over the issue of security appointments. Sources from Ain al-Tineh clarified that the twenty-minute meeting between the Speaker and the President held a few days ago was not a sign of any rift between the two, but rather a continuation of earlier consultations. The purpose of the meeting was for each of them to express their reservations or approvals regarding the proposed candidates for security leadership positions.
Although the meeting did not resolve the differences between the options presented to each president, sources confirmed that further consultations are expected in an attempt to reach a mutual agreement. Despite these differences, it appears that they will not obstruct the security appointments.
Prime Minister Najib Mikati has emphasized that he does not oppose the ongoing consultations regarding the appointments, but he is keen on ensuring a more transparent and advanced approach to these appointments compared to previous governments. Mikati noted that it is unreasonable for the appointments to be determined solely through a “military line” and stressed that ministers should have a say in the process.
Regarding financial appointments, sources also confirmed that the situation is similar. In the most recent meeting between Mikati and Finance Minister Yassin Jaber, no final decisions were made regarding the names put forward to assume the role of Governor of Lebanon’s Central Bank.
It is not ruled out that the security and military appointments will be resolved in the upcoming Cabinet session next Thursday, but this will depend on an agreement among the presidents prior to the session to avoid any public disagreements. Sources revealed that the main point of contention remains the candidate for the position of Director General of General Security. Speaker Nabih Berri insists on supporting his candidate, Brigadier General Marwan Suleiman, while President Michel Aoun favors Brigadier General Mohammad Amin, head of the intelligence division in the Bekaa. However, sources disclose that this disagreement will not result in a serious problem, as an agreement is expected to be reached on one of the candidates before the upcoming session.
Regarding appointments to the positions of Army Commander and Internal Security Forces leadership, no final agreement has been reached yet. However, Brigadier General Rodolphe Heikel is considered the frontrunner for the Army Command. President Aoun is determined to finalize the security appointments in the next government session, given their priority, followed by the financial appointments related to the Central Bank Governor. Administrative appointments, as well as judicial and diplomatic reshuffles, will proceed in subsequent sessions in line with an agreement between the presidents.
Nonetheless, sources have emphasized that a comprehensive package of appointments will not be finalized in one session but will be handled in stages, according to the mechanism approved by the Cabinet.
