في دوائر الكهرباء في المناطق، يتعامل الموظفون مع غياب العدّادات وكأنه أمر طبيعي. وعندما يتوجه المواطنون للطلب تركيب عداد كهربائي، يتم منحهم “إذن تعليق” فقط، في حين يُطلب منهم دفع مبالغ شهرية ثابتة بناءً على سماكة الكابلات التي يخططون لاستخدامها، وليس على استهلاكهم الفعلي للطاقة.
في دائرة كهرباء عاليه، على سبيل المثال، تتزايد طلبات الاشتراك الجديدة التي يصل عددها شهريًا إلى ما بين 20 و30 طلبًا، ومع ذلك لا يُمكن تركيب عدّادات جديدة، مما يضطر المواطنين إلى استخدام “أذونات التعليق” التي تتيح لهم سحب الكهرباء دون محاسبة عادلة.
هذا الوضع يتسبب في تعطيل جهود الإصلاح الفعلي في قطاع الكهرباء، ويؤدي إلى إهدار أموال المواطنين بشكل غير مباشر.
Lack of Meters in Lebanon's Electricity Authority: A Continuous Crisis Harming Accountability and Transparency
The ongoing issue of missing electricity meters in Lebanon's Electricty Authority has been severely impacting the process of charging citizens for their energy consumption, and complicating matters in regional electricity departments. While the so-called “electricity hours” and “meters” have disappeared entirely, they have been replaced by non-transparent practices like “authorization to suspend connections on official power lines,” which opens the door for further manipulation in electricity consumption.
Despite claims from officials in the electricity sector that the rate of “non-technical losses” is up to 40% of the energy distributed on the network, Lebanon’s Electricity Authority has not taken practical steps to address this issue. Instead, it encourages citizens to pay fixed monthly amounts based on estimates, without relying on actual meters or proper billing.
In regional electricity departments, employees treat the absence of meters as a normal situation. When citizens request the installation of a meter, they are only given “suspension permits” and asked to pay fixed amounts based on the thickness of the cables they plan to use, not their actual electricity consumption.
For example, in the Aley Electricity Department, the number of new subscription requests increases by 20 to 30 per month, but no new meters are installed. This forces citizens to rely on “suspension permits” that allow them to pull electricity without fair accounting.
This situation disrupts actual reform efforts in the electricity sector and results in indirect wastage of citizens’ money.
