في تعليق له حول إقرار موازنة 2025 بمرسوم، أكد عضو تكتل “الجمهورية القوية” النائب رازي الحاج أن المجلس النيابي قد تقاعس عن أداء دوره في موضوع الموازنة، خاصة أن المهلة التي تلت انتهاء الحرب ووقف إطلاق النار كانت كافية لدراستها أو على الأقل لإصدار موقف منها. وقال الحاج إن التأخير في إقرار الموازنة يشكل تحديًا كبيرًا للاقتصاد اللبناني، خصوصًا في ظل الظروف الراهنة.
المجلس النيابي والحكومة: تقاعس وتحديات
وأشار الحاج إلى أنه كان هناك وعد بين الرئيس بري والرئيس ميقاتي بأن الحكومة السابقة ستستعيد الموازنة، إلا أن هذا لم يحدث. لكن، بحسب الحاج، هذا لا يعفي المجلس النيابي أو لجنة المال والموازنة من القيام بدورهما في هذا الصدد. وأوضح أن الحكومة، من جهتها، تتمتع بحق دستوري بإصدار الموازنة بمرسوم بعد انقضاء المهلة المحددة، خصوصًا أن الصرف على القاعدة الاثني عشرية بعد نهاية شهر كانون الثاني أصبح غير دستوري. وبالتالي، ترى الحكومة أن إصدار الموازنة بمرسوم هو الحل الأقل ضررًا في هذه المرحلة.
إعتراضات على التعديلات الضريبية في الموازنة
فيما يتعلق بالتعديلات الضريبية في الفصل الثالث من الموازنة، أكد الحاج أن الحكومة تعرضت لعدة اعتراضات من وزرائها الممثلين في الحكومة، حيث اعتبروا أن التعديلات الضريبية شكلت ضربة لعدة قطاعات، وأبرزها القطاعان الصناعي والسياحي اللذان عانيا كثيرًا بسبب الحرب. ويعتبر الحاج أن زيادة الرسوم على هذين القطاعين يتناقض تمامًا مع مبدأ الإعفاءات الضريبية.
إجراءات لتخفيف الآثار السلبية للموازنة
وفي سياق ذلك، أضاف الحاج أنه تم الطلب من وزير المالية، ياسين جابر، إعداد مشروع قانون لتعديل المواد الضريبية والرسوم التي تم رفعها، ومن المتوقع أن يتم إعداد المشروع خلال أسبوع ليتم إحالة المشروع إلى الحكومة لمناقشته في جلسة مقبلة، بهدف التخفيف من الآثار السلبية الناتجة عن صدور موازنة 2025 بمرسوم.

In a comment on the approval of the 2025 budget by decree, Member of the “Strong Republic” Bloc MP Razi Al-Hajj confirmed that the Lebanese Parliament had failed to perform its duty regarding the budget, especially since the deadline following the war's cessation and ceasefire was enough to either study or at least issue a position on it. Al-Hajj stressed that the delay in the approval of the budget represents a major challenge to the Lebanese economy, particularly in the current circumstances.
Parliament and Government: Negligence and Challenges
Al-Hajj pointed out that there was a promise between President Berri and Prime Minister Mikati that the previous government would resume the budget process, but this did not happen. However, according to him, this does not absolve the Lebanese Parliament or the Finance and Budget Committee from fulfilling their role. He explained that the government, on the other hand, has a constitutional right to issue the budget by decree once the specified deadline expires, especially since spending on the twelve-month base after the end of January became unconstitutional. Therefore, the government sees issuing the budget by decree as the least harmful solution at this stage.
Objections to Tax Amendments in the Budget
Regarding the tax amendments in Chapter 3 of the budget, Al-Hajj confirmed that the government faced several objections from its ministers. These amendments were considered a blow to several sectors, particularly the industrial and tourism sectors, which suffered greatly due to the war. Al-Hajj considers that the increase in fees on these sectors contradicts the principle of tax exemptions.
Steps to Mitigate the Negative Impact of the Budget
In this context, Al-Hajj added that a request was made to Minister of Finance, Yassine Jaber, to prepare a draft law to amend the tax and fee provisions that were raised. The project is expected to be ready within a week, after which it will be sent to the government for discussion in the next session, aiming to mitigate the negative impact of the 2025 budget decree.
Will the government succeed in avoiding the worst? This question remains open amid the unclear financial outlook in Lebanon and the economic challenges it faces.
