“تشكيل الحكومة على المحك”… نواف سلام أمام خيارين لا ثالث لهما!
يبقى ملف تشكيل الحكومة من أبرز المواضيع التي تثير اهتمام الأوساط السياسية والشعبية على حد سواء، ومنذ تكليفه، يواجه الرئيس المكلّف نواف سلام تحديات كبيرة تتمثل في التوازن بين القوى السياسية المتنافسة، وما تطرحه من مطالب تختلف في جوهرها، وهذا ما يعقّد عملية التشكيل.
وفي هذا السياق، يرى الباحث السياسي ربيع دندشلي، في حديثٍ لـ”ليبانون ديبايت”، أن “الرئيس المكلّف نواف سلام قد أخذ وقته في عملية التكليف”، مشيرًا إلى أن “الأمور وصلت في العديد من المرات إلى مراحل صعبة ومعقدة بين الأطراف المعنية، بما في ذلك مطالب الثنائي الشيعي، القوات اللبنانية، التيار الوطني الحر، وكتلة الاعتدال الوطني، أو المعروفة أيضًا بالكتلة السنية، لكن كما لاحظنا الأسبوع الماضي، شهدنا ضغوطات دولية وإقليمية مكثفة تدعو إلى تشكيل الحكومة هذا الأسبوع، ما جعل الرئيس المكلّف يدرك أنه أمام أسبوع حاسم، إما أن تتم عملية التشكيل، أو أنه سيكون مضطرًا للاعتذار، مما يعيد البلاد إلى سيناريو مصطفى أديب”.
وعن إمكانية اعتذار الرئيس المكلّف، يؤكد دندشلي أن “الأجواء الإيجابية السائدة اليوم تشير إلى أن عملية التشكيل ستتم قبل نهاية الأسبوع، حيث تم حل العديد من العقد في الغرف المغلقة، مع شبه حسم للحقائب الوزارية وكيفية توزيعها، وعلى الرغم من أن بعض التفاصيل الشكلية لا تزال قيد المعالجة، فإنه يتوقع أنه خلال يومين سيتم التوصل إلى تسوية كاملة”.
وفيما يتعلق بالتصعيد الذي تلوح به كتلة “الاعتدال الوطني”، يشير إلى أن “هذه الكتلة كانت قد طرحت بعض المطالب، والجميع يعلم بواقع التشرذم السني الذي نعيشه، حيث يحاول “الاعتدال” تقديم نفسه ككتلة سنية ممثلة لبعض الطوائف الأخرى، إلا أن هذه الكتلة، رغم محاولاتها، تفتقر إلى القدرة على فرض أجندتها بنفس القوة التي تتمتع بها الكتل الحزبية الكبرى، التي تحظى بعلاقات وتحالفات استراتيجية معقدة، ويعتقد أن سلام قد تمكن من تجاوز مشكلة الإعتدال، وهو ما يعكس تقدمًا في المفاوضات”.
ويشدّد دندشلي، على أن “الأوضاع الراهنة تتطلب حكومة ذات أجندة واضحة ومحدّدة، تكون مسؤولة عن إجراء الانتخابات النيابية المقبلة، والإشراف على عملية إعادة الإعمار، وتطبيق القرار 1701، وبالتالي ستكون حكومة ذات أهداف محددة مسبقًا”.
“Government Formation on the Line”… Nawaf Salam Faces Two Critical Choices!
The issue of government formation remains one of the most pressing topics, capturing the attention of both political circles and the public alike. Since his appointment, the designated prime minister, Nawaf Salam, has been facing significant challenges, particularly in balancing the demands of competing political factions, each presenting divergent agendas. This divergence complicates the formation process.
In this context, political analyst Rabi' Dandashli stated in an interview with “Lebanon Debate” that “Prime Minister-designate Nawaf Salam has taken his time in the formation process.” He further noted, “At various points, negotiations have reached difficult and complex stages, involving the demands of the Shiite duo, the Lebanese Forces, the Free Patriotic Movement, and the National Moderation Bloc, also known as the Sunni Bloc. However, as we saw last week, intense international and regional pressures have called for the government to be formed this week, making the prime minister-designate aware that he is facing a decisive week. Either the formation happens, or he will have no choice but to step down, leading the country back to the scenario of Mustafa Adeeb.”
Regarding the possibility of the prime minister-designate resigning, Dandashli emphasized that “the current positive atmosphere suggests that government formation will happen before the end of the week. Several obstacles have been resolved in closed-door negotiations, with the distribution of ministerial portfolios nearly settled. Although some details remain under discussion, a full settlement is expected within two days.”
Regarding the escalation threatened by the “National Moderation Bloc,” Dandashli explained, “This bloc had put forward certain demands, and everyone is aware of the current fragmentation within the Sunni community. The ‘Moderation' bloc tries to position itself as a Sunni group representing other sects. However, despite its efforts, this bloc lacks the capacity to impose its agenda with the same strength as the larger political parties, which have complex strategic alliances and relations. Salam seems to have overcome the problem with the Moderation Bloc, which indicates progress in negotiations.”
Dandashli emphasized that “the current situation requires a government with a clear, well-defined agenda, responsible for overseeing the upcoming parliamentary elections, managing the reconstruction process, and implementing Resolution 1701. Therefore, it will be a government with pre-established objectives.”
