إصلاح النظام الضريبي والجمركي:
أوضح جابر أن التحدي الأكبر يكمن في إعادة هيكلة الإدارة الضريبية والجمركية، موضحًا أن الأنظمة الإلكترونية في الدوائر العقارية والجمارك عمرها يتراوح بين 15 إلى 20 عامًا. وأكد أن الحكومة بدأت في تأمين تمويل من البنك الدولي والاتحاد الأوروبي لتحديث هذه الأجهزة، حيث بدأت المناقصات لتجهيز وزارة المال، تليها المناقصات الخاصة بالجمارك والعقارية، بهدف تكامل الأنظمة وانتقالها إلى تقنية الـBlockchain في المستقبل القريب.
تحديث الأنظمة ومواجهة التحديات:
فيما يتعلق بتبادل المعلومات الضريبية الدولي، ذكر جابر أن القانون 55/2016 يتطلب تجهيز النظام الداخلي للوزارة أولًا، مؤكدًا أن تحديث النظام الضريبي يتطلب وقتًا يتراوح بين 6 إلى 12 شهراً. كما أكد الوزير أن هناك تضاربًا كبيرًا في أرقام الصادرات والواردات بين الجمارك ووزارتي المال والاقتصاد، ما دفع الجمارك إلى إغلاق موقعها الإلكتروني مؤقتًا.
الاحتياجات المالية والبشرية:
وفيما يخص الحسابات المالية، قال جابر إن وزارة المال قد أرسلت الحسابات حتى عام 2022 إلى ديوان المحاسبة، لكن العائق الرئيسي يبقى نقص الكادر البشري في الديوان، وقد خصصت الوزارة أموالًا من الاحتياطي لتوظيف إضافي. وذكر جابر أيضًا أن الوزارة ملتزمة بمراجعة الموازنة ولن تكرر تجربة “الموازنة غير الدستورية”.
الإصلاحات المالية والمفاوضات مع صندوق النقد الدولي:
أكد جابر أن إصلاحات ضريبة الدخل لم تُنجز بعد بسبب تراكم الأولويات، موضحًا أن المرحلة الأولى تتطلب تحسين الجباية الحالية والجهوزية الإلكترونية، ومن ثم الانتقال إلى مرحلة رقابة تلقائية وتشريعات موحدة تشمل جميع المكلفين. كما أشار إلى أن المفاوضات مع صندوق النقد الدولي ستتم في الخريف المقبل، لكن الحكومة تحتاج أولًا إلى أنظمة إدارية موثوقة قبل الشروع في التفاوض.
التدقيق الجنائي وتحديث التعيينات القضائية:
أكد جابر أنه ينتظر من وزارة العدل إرسال الملف الخاص بالتدقيق الجنائي للبت فيه، نافيًا تعطيل أي ملفات بما في ذلك التعيينات القضائية. وأوضح أن التعيينات القضائية ستتم في غضون أسبوعين أو ثلاثة أسابيع، وهي خطوة أساسية لتطبيق القوانين الإصلاحية في قطاعي الكهرباء والاتصالات.
فتح ملف الكازينو:
فيما يتعلق بالكازينو، كشف جابر أنه كُلّف لجنة من الخبراء لدراسة العقود والدفعات المالية المحوّلة من شركات مثل OMT وBOB وWHISH. وأكد جابر أن التحقيق لا يتهم أي جهة، لكنه ضروري لضمان الشفافية في القطاع المالي.
اختتم ياسين جابر حديثه بالدعوة إلى تكثيف الجهود لتطبيق الإصلاحات الضرورية والالتزام بخطة تحديث شاملة لضمان استدامة النظام المالي في لبنان. وأكد أن الشفافية والمصداقية في عملية الإصلاح ستساهم في استعادة الثقة المحلية والدولية في الاقتصاد اللبناني.

Lebanon's Finance Minister, Yassin Jaber, confirmed that the coming weeks will be pivotal in establishing the foundations of financial and administrative reform in the country. In an interview with “Al-Jumhuriya” newspaper, Jaber discussed the progress made in updating the tax system and the administrative bodies, highlighting the ongoing challenges, particularly related to outdated infrastructure and staffing issues.
Tax and Customs System Reform:
Jaber explained that the main challenge lies in restructuring the tax and customs administration. He noted that the electronic systems in the property and customs departments are between 15 and 20 years old. He further stated that the government has secured funding from the World Bank and the European Union to modernize these systems, with tenders already underway for the Ministry of Finance, followed by those for customs and property, leading to a future transition to Blockchain technology.
System Upgrades and Challenges:
Regarding international tax information exchange under Law 55/2016, Jaber emphasized that internal preparation is crucial before moving forward. He pointed out that updating the tax system will take between 6 to 12 months. Additionally, he highlighted a significant discrepancy between export and import figures between customs and the Ministries of Finance and Economy, which led to customs temporarily shutting down their website.
Financial and Human Resource Needs:
On the topic of financial accounts, Jaber stated that the Ministry of Finance has sent accounts up to 2022 to the Court of Audit. However, the main obstacle remains a lack of personnel in the Court, for which additional funding has been allocated from the reserve fund to hire new staff. He also confirmed that the Ministry is committed to reviewing the budget and will avoid repeating the “unconstitutional budget” scenario.
Financial Reforms and IMF Negotiations:
Jaber affirmed that the income tax unification project has not yet been completed due to the backlog of priorities. The first phase involves improving the current tax collection system and preparing for automated oversight, followed by the introduction of unified regulations for all taxpayers. He also mentioned that negotiations with the International Monetary Fund (IMF) are set for the fall, but Lebanon needs to establish reliable administrative systems first before entering into negotiations.
Forensic Audit and Judicial Appointments:
Jaber confirmed that he is awaiting the file on forensic auditing from the Ministry of Justice for review, denying any delay in processing important files, including judicial appointments. He added that judicial appointments will be finalized within two to three weeks and are essential for implementing reforms in the electricity and telecommunications sectors.
Casino File Investigation:
Regarding the casino, Jaber revealed that he has commissioned a team of experts to examine contracts and financial transactions transferred from companies like OMT, BOB, and WHISH. He assured that the investigation is not aimed at accusing any party, but rather at ensuring transparency in the financial sector.
Yassin Jaber concluded by urging the acceleration of reforms and adherence to a comprehensive modernization plan to ensure the sustainability of Lebanon’s financial system.
