أكّد رئيس الحكومة اللبنانية نواف سلام في كلمته خلال جلسة المجلس الاقتصادي والاجتماعي والبيئي، أن عملية الإنقاذ في لبنان لا يمكن أن تتم دون إصلاح حقيقي يُؤسس لدولة حديثة وقوية، قادرة على استعادة ثقة المواطنين من جهة، والحصول على دعم المجتمع الدولي من جهة أخرى. وأضاف سلام أن المجلس الاقتصادي والاجتماعي يشكّل منصة حيوية للحوار الوطني في هذه المرحلة المفصلية، وهو شريك أساسي في هذه الجهود الإصلاحية.
الواقع الاقتصادي والاجتماعي المتردي:
أشار رئيس الحكومة إلى أن لبنان مرّ خلال السنوات الخمس الماضية بأزمة اقتصادية واجتماعية غير مسبوقة، تسببت في انهيار الليرة اللبنانية بنسبة تتجاوز 98%، إلى جانب انكماش اقتصادي بنسبة 40%، فضلاً عن تدهور الأوضاع المعيشية، وارتفاع معدلات الفقر والتضخم. كما أشار إلى الدمار الكبير الذي خلفته الحرب الأخيرة وانفجار مرفأ بيروت.
الإصلاحات السياسية والاقتصادية:
سلام شدد على أهمية الإصلاح المالي كشرط أساسي لنهوض الاقتصاد اللبناني. وأكد أن الحكومة تعمل على معالجة أخطاء الماضي من خلال بناء نظام مصرفي سليم وتحقيق استقرار مالي مستدام. كما أقرّت الحكومة مجموعة من القوانين الهامة، أبرزها رفع السرية المصرفية وإعادة هيكلة القطاع المصرفي، بالإضافة إلى إعداد قانون لتوزيع الخسائر واستعادة الودائع وفق أولويات واضحة.
تعاون مع المجتمع الدولي والمنطقة:
بخصوص التعاون الإقليمي، أكد سلام أن لبنان لا يمكنه البقاء على هامش التحولات السياسية والاقتصادية التي تحدث في المنطقة. وأضاف أن لبنان بدأ في الانخراط مجددًا في العمق العربي، مشيرًا إلى زياراته الرسمية إلى السعودية والإمارات وسوريا. كما أشار إلى أهمية زيارة رئيس الجمهورية اللبنانية إلى الخارج، في إطار إعادة تموضع لبنان عربيًا.
التركيز على إعادة إعمار لبنان:
أعلن سلام عن تأمين قرض بقيمة 250 مليون دولار من البنك الدولي لتمويل المرحلة الفورية من إعادة الإعمار، إضافة إلى تنفيذ مشاريع تنموية بقيمة 350 مليون دولار بالتعاون مع الوكالات الأممية. كما أشار إلى أن لبنان يُحضّر لعقد مؤتمر دولي لإعادة الإعمار في الأشهر المقبلة، في إطار رؤية وطنية واضحة وشفافة.
إصلاحات إدارية وتنظيمية:
أكد سلام أن تحديث الإدارة العامة يجري على أسس الكفاءة والشفافية، بعيدًا عن المحاصصة السياسية. وأضاف أن الحكومة ستواصل تحسين إدارة الهيئات الناظمة للقطاعات المختلفة مثل الكهرباء والاتصالات والطيران المدني، مع التأكيد على أهمية استقلال القضاء.
الانتخابات النيابية والتنمية المحلية:
أوضح رئيس الحكومة أن الحكومة تلتزم بالمواعيد الدستورية، وتعمل على تنظيم الانتخابات النيابية المقبلة، بعد إتمام الانتخابات البلدية والاختيارية. كما أعلن عن إطلاق مشروعات تنموية جديدة، مثل مشروع مطار رينيه معوض في القليعات، الذي أصبح في مرحلة دراسة الجدوى.
ختم نواف سلام كلمته بالدعوة إلى شراكة وطنية مسؤولة بين كافة القوى الحية في لبنان. وأكد أن نجاح أي خطة إنقاذ يتطلب تعاونًا تامًا من مختلف الأطراف، وخاصة المجلس الاقتصادي والاجتماعي والبيئي، في إطار إعادة بناء الدولة وتعزيز ثقة اللبنانيين في مؤسساتهم.

Lebanese Prime Minister Nawaf Salam confirmed during his speech at the Economic, Social, and Environmental Council that Lebanon's recovery cannot be achieved without actual reform. These reforms are meant to lay the foundation for a modern state that will regain the trust of the Lebanese people and earn the confidence of the international community. Salam emphasized that the council serves as an essential platform for national dialogue at this critical juncture, playing a pivotal role in these reform efforts.
The Dire Economic and Social Situation:
Salam pointed out that Lebanon has endured an unprecedented economic and social collapse over the past five years. This crisis has caused the Lebanese pound to lose more than 98% of its value, with a 40% contraction in the economy. Alongside this, poverty rates and inflation have soared, compounded by the devastation left by the recent war and the Beirut Port explosion.
Political and Economic Reforms:
The Prime Minister stressed that financial reform is a key condition for Lebanon's economic recovery. He emphasized that the government is working to address past mistakes by building a sound banking system and ensuring long-term financial stability. The government has enacted several crucial laws, including the lifting of banking secrecy and restructuring the banking sector. Additionally, a law to distribute losses and recover deposits based on clear priorities has been prepared.
Regional and International Cooperation:
Regarding regional cooperation, Salam stated that Lebanon cannot remain on the sidelines of the political and economic transformations taking place in the region. He mentioned Lebanon's renewed engagement in the Arab world, citing his official visits to Saudi Arabia, the UAE, and Syria. He also noted the importance of the Lebanese President's foreign visits aimed at repositioning Lebanon within the Arab world.
Focus on Lebanon's Reconstruction:
Salam announced that the government secured a $250 million loan from the World Bank to fund the immediate reconstruction phase. This is alongside $350 million in developmental projects being implemented in partnership with UN agencies. He also revealed that Lebanon is preparing to host an international reconstruction conference in the coming months, as part of a clear and transparent national vision.
Administrative and Organizational Reforms:
Salam confirmed that the government is updating public administration based on efficiency, competence, and transparency, moving away from political patronage. He added that efforts are underway to improve the management of regulatory bodies in key sectors such as electricity, telecommunications, and civil aviation, with an emphasis on judicial independence.
Upcoming Parliamentary Elections and Local Development:
The Prime Minister stated that the government is committed to meeting constitutional deadlines and preparing for the upcoming parliamentary elections following the completion of municipal and local elections. He also announced the launch of new developmental projects, including the Rineh Maouad Airport project in Qleiat, which is now in the feasibility study phase.
