“قرار حكومي بإلغاء وثائق الاتصال ولوائح الإخضاع: خطوة نحو حماية حقوق المواطنين وضمان الحرية الشخصية”
أصدر رئاسة مجلس الوزراء، اليوم الخميس، مذكرة رسمية موجهة إلى الأجهزة الأمنية والعسكرية، أكدت من خلالها على ضرورة إلغاء وثائق الاتصال ولوائح الإخضاع بشكل فوري، والاستعاضة عنها بمراجعة القضاء المختص.
وأوضحت المذكرة أن هذا القرار يأتي ضمن سياسة الحكومة الجديدة التي تهدف إلى احترام حقوق الأفراد وحريتهم الشخصية، في خطوة تهدف إلى حماية المواطنين من أي توقيفات اعتباطية أو تعسفية، وضمان عدم المسّ بكراماتهم. كما أكدت المذكرة أن هذا القرار يعد خطوة هامة في حماية الحقوق المدنية في لبنان.
وأضافت المذكرة أنه سيتم استبدال وثائق الاتصال، التي كانت تُستخدم في السابق من قبل الأجهزة الأمنية والعسكرية، بمراجعة القضاء المختص لضمان الشفافية والعدالة في أي إجراءات قانونية قد تُتخذ.
يأتي هذا القرار في وقت تشهد فيه لبنان العديد من الجهود الرامية إلى تعزيز حقوق الإنسان وضمان عدم التعرض لحقوق الأفراد تحت أي ظروف استثنائية. كما يعد هذا القرار جزءًا من التزام الحكومة بالحفاظ على حقوق المواطنين وضمان عدم تأثير أي إجراءات أمنية سلبية على حياتهم.

“Government Directive to Security and Military Forces: Immediate Abolition of Communication Documents and Compliance Lists”
The Lebanese Presidency of the Council of Ministers issued an official directive today, Thursday, to the security and military forces, stressing the immediate need to abolish communication documents and compliance lists, replacing them with a referral to the relevant judiciary.
The memorandum emphasized that this decision is in line with the government's efforts to respect personal freedom, protect individual dignity, and ensure that citizens' rights are not infringed upon through arbitrary or unjust detentions. The decision is seen as an important step in safeguarding civil rights in Lebanon.
It was also noted that the previous practice of using communication documents by security and military agencies will be replaced by referrals to the judiciary to ensure transparency and fairness in any legal procedures that may be initiated.
