عودة شركة توتال إلى لبنان قريبة… والترسيم البحري اللبناني السوري هو البداية!
لا يزال الوضع اللبناني يشهد اهتماماً فرنسياً دائماً، حيث بذلت فرنسا جهوداً كبيرة أثناء فترة الفراغ الرئاسي من أجل انتخاب رئيس جديد. أما الآن، فيتم التركيز بشكل كبير على دور فرنسا في ملف التنقيب عن النفط والغاز. فهل ستعود شركة توتال الفرنسية إلى لبنان لاستئناف أعمال التنقيب؟
في هذا السياق، يطمئن الكاتب والمحلل السياسي علي حمادة في حديثه إلى “ليبانون ديبايت” حول عودة شركة توتال لاستئناف أعمال التنقيب، حيث قال: “شركة توتال ستعود إلى الساحة اللبنانية قريباً، وستتم دراسة إمكانية التنقيب في البلوكات الأخرى غير البلوك الرئيسي”.
وفيما يتعلق ببقية البلوكات، يوضح حمادة أن هناك بداية لمشروع جديد يتم دراسته الآن، ويتعلق بمفاوضات لترسيم الحدود البحرية بين لبنان وسوريا من أجل الشروع في التنقيب في البلوك رقم 1 الواقع في الشمال، الذي يتداخل مع حدود المياه الإقليمية السورية. يُعتقد أن هناك كميات كبيرة من النفط أو الغاز في هذه المنطقة، مما يمكن أن يُسهم بشكل كبير في الاقتصاد اللبناني.
ويرى حمادة أن الدور الفرنسي في لبنان لم يتراجع، بل إنه مستمر ضمن نطاق جديد، خاصة بعد انتخاب رئيس الجمهورية وتشكيل الحكومة. يعتبر أن الأمر الآن يتعلق بتنفيذ القرار 1701 وحماية العهد الجديد على المستوى الدولي، بالإضافة إلى التحضير لمؤتمر لدعم لبنان في باريس الذي يُعد له الرئيس الفرنسي إيمانويل ماكرون.
يشير حمادة إلى أن هذا المؤتمر سيكون نقطة انطلاق لإعادة إعمار لبنان جزئياً، خاصة وأن التقارير الأخيرة من البنك الدولي تشير إلى أن الخسائر المباشرة تقدر بحوالي 7 مليارات دولار، بينما تتراوح الخسائر غير المباشرة في الاقتصاد اللبناني بحوالي 7 مليارات دولار أخرى، ليصبح المجموع نحو 14 مليار دولار، وهو ما يستدعي دعماً عاجلاً.
ويضيف أيضاً أن هناك مفاوضات تقودها فرنسا مع بعض الدول العربية لزيادة قيمة قرض البنك الدولي المخصص للبنان من 250 مليون دولار إلى مليار دولار، وهي خطوة هامة لتحقيق استقرار اقتصادي للبنان في المستقبل القريب.
ويشدد حمادة على أن فرنسا ستظل مهتمة بالشأن اللبناني في جميع الحالات. ومع المعادلة الجديدة في السلطة اللبنانية، ستكون هناك هوامش جديدة في التعامل مع الوضع اللبناني، فبعد أن نجحت فرنسا في إنهاء فترة الفراغ الرئاسي، فإنها ستستمر في دعم لبنان في المرحلة المقبلة.
Total's Return to Lebanon Is Near… And the Lebanese-Syrian Maritime Border is the Starting Point!
Lebanon's situation continues to attract French attention, with France having worked diligently during the presidential vacuum to ensure the election of a new president. However, at present, the focus has shifted towards France’s involvement in the oil and gas exploration issue. So, is Total returning to Lebanon to resume its exploration activities?
In this context, political analyst Ali Hamada reassured in his interview with Lebanon Debate about Total's return to Lebanon, stating: “Total will return to the Lebanese market, and discussions will take place regarding other blocks beyond the main block.”
Regarding the other blocks, Hamada points out that a new project is also being discussed. This involves negotiations to delimit the maritime borders between Lebanon and Syria to begin exploration in Block 1 in the north, which borders Syria's territorial waters. It appears that there may be significant quantities of oil or gas in the area, making it a valuable resource for Lebanon's economy.
Hamada believes that France's role in Lebanon has not diminished but has shifted to a new framework, especially after the election of the president and the formation of a new government. He considers that the issue now revolves around the implementation of UN Resolution 1701, the protection of the new presidency on the international stage, and preparations for an upcoming conference to support Lebanon in Paris, organized by President Macron.
Hamada explains that this conference will mark the beginning of Lebanon's partial reconstruction, especially since reports from the World Bank estimate direct losses to be around 7 billion dollars, with additional indirect economic losses also amounting to 7 billion dollars, bringing the total to 14 billion dollars. Lebanon, therefore, requires urgent financial support.
Additionally, Hamada highlights ongoing negotiations led by France with Arab countries to increase the World Bank’s loan to Lebanon from $250 million to $1 billion, which is a crucial step in supporting Lebanon’s economic recovery in the near future.
Hamada emphasizes that France will continue to be deeply invested in Lebanon's affairs. With the new power equation in Lebanon, there will be new opportunities for addressing Lebanon’s issues. After France succeeded in ending the presidential vacuum, it will continue to support Lebanon through the next phase.
