يشهد قطاع الصيدلة في لبنان أزمة حادة تتفاقم يومًا بعد يوم نتيجة تراكم الأخطاء الإدارية و السياسات الدوائية غير المدروسة، ما ينعكس سلبًا على صحة المواطنين ويهدد استمرارية الصيدليات في البلاد. مع تفاقم ظاهرة تهريب الأدوية و تزويرها، وانتشار المضاربة التجارية العشوائية، أصبح القطاع الصيدلي يواجه تحديات وجودية تتطلب تدخلاً سريعًا من الجهات المعنية لضبط الفوضى وإعادة هيكلة النظام الدوائي على أسس علمية.
أسباب التدهور في قطاع الصيدلة اللبناني
في هذا الإطار، يوضح نقيب الصيادلة في لبنان، جو سلوم، في حديثه إلى “ليبانون ديبايت”، أن التدهور الحالي يعود إلى عدة أسباب رئيسية، من بينها السياسات الخاطئة التي اعتمدتها الإدارة الرسمية في السنوات الماضية، ما أدى إلى انتشار الدواء المزور و الدواء المهرب. كما ساهمت المضاربة التجارية غير المنظمة و بيع المكملات الغذائية خارج إطار الرقابة الصحية، خاصة عبر مواقع التواصل الاجتماعي و الأندية الرياضية، في تقويض دور الصيدليات وضرب أسس مهنة الصيدلة.
الخلل في الرقابة على الأدوية
وأشار سلوم إلى أن لبنان يعاني من إغلاق نصف المكاتب العلمية المسؤولة عن مراقبة الأدوية المستوردة وتسعيرها، ما يؤدي إلى ضعف الرقابة الدوائية وتهديد صحة المواطنين. فغياب هذه الهيئات الرقابية يفتح المجال أمام عمليات احتكار الأدوية و تخزينها عمدًا داخل المستودعات لرفع أسعارها بشكل غير مبرر، ما يتطلب تحركًا حاسمًا من الجهات المختصة للحد من هذه الممارسات.
ضرورة التحرك السريع من وزارة الصحة
في هذا السياق، شدد سلوم على أهمية اتخاذ وزارة الصحة إجراءات عاجلة لحماية قطاع الصيدلة، داعيًا إلى وضع خطة دوائية علمية تعيد الاعتبار لمهنة الصيدلة وتعزز الطبابة العامة في لبنان. كما طالب بتطبيق القوانين المرعية الإجراء بشكل صارم، بما يسمح بملاحقة المخالفين ومنع التجاوزات التي تضر بالصالح العام.
خطورة تسجيل أدوية غير مطابقة للمواصفات
كما أشار إلى خطورة استمرار تسجيل أدوية لا تستوفي المعايير العالمية بمجرد توقيع الوزير المسؤول، مشددًا على ضرورة وقف هذه الآلية العشوائية التي تسمح بإدخال منتجات غير موثوقة إلى السوق اللبناني.
التحول إلى مراكز تجارية بدلاً من مؤسسات صحية
وأضاف، “هناك توجه خطير لتحويل الصيدليات إلى مجرد مراكز تجارية لتحقيق الأرباح بدلاً من كونها مؤسسات صحية تقدم خدمات ضرورية للمرضى، وهو ما يستوجب تدخلاً فوريًا للحفاظ على دور الصيدلي الأساسي في إرشاد المواطنين وحماية صحتهم”.
خطوات إصلاحية جذرية وسريعة
إن الوضع الحالي لقطاع الصيدلة في لبنان يتطلب خطوات إصلاحية جذرية وسريعة، تبدأ بإعادة تفعيل المكاتب العلمية المسؤولة عن مراقبة الأدوية، و فرض رقابة صارمة على عمليات التسعير والتوزيع، بالإضافة إلى التصدي لظاهرة تهريب الأدوية و احتكارها. كما أن تطبيق القوانين بصرامة ومنع إدخال الأدوية غير المطابقة للمواصفات يجب أن يكون أولوية قصوى، فصحة المواطن يجب أن تبقى فوق كل الاعتبارات التجارية والمصالح الخاصة.
Unprecedented Crisis Requires Immediate Intervention… “Crucial” Sector at Risk!
Lebanon's pharmaceutical sector is facing an acute crisis that is worsening day by day due to accumulated administrative errors and poorly planned pharmaceutical policies, which is negatively impacting the health of citizens and threatening the continued operation of pharmacies in the country. With the escalating phenomenon of drug smuggling and counterfeiting, and the rise of unregulated commercial speculation, the pharmaceutical sector is facing existential challenges that require immediate intervention by the concerned authorities to control the chaos and restructure the pharmaceutical system based on scientific foundations.
Causes of the Deterioration in Lebanon's Pharmaceutical Sector
In this context, Lebanese Pharmacists Syndicate President, Joe Sloum, explained in an interview with “Lebanon Debate” that the current deterioration is due to several main reasons, including the incorrect policies adopted by the official administration in recent years, leading to the spread of counterfeit and smuggled drugs. Furthermore, unregulated commercial speculation and the sale of dietary supplements outside the scope of health supervision, particularly through social media and sports clubs, have contributed to undermining the role of pharmacies and damaging the foundation of the pharmacy profession.
Flaws in Drug Regulation
Sloum pointed out that Lebanon is suffering from the closure of half of the scientific offices responsible for monitoring imported drugs and pricing them, resulting in weak pharmaceutical supervision and threatening the health of citizens. The absence of these regulatory bodies opens the door to drug monopolies and deliberate stockpiling in warehouses to artificially raise prices, which calls for decisive action from the competent authorities to limit such practices.
Urgent Measures Needed by the Ministry of Health
In this context, Sloum emphasized the importance of taking urgent measures by the Ministry of Health to protect the pharmaceutical sector, calling for the development of a scientifically grounded pharmaceutical plan that restores the prestige of the pharmacy profession and strengthens general healthcare in Lebanon. He also demanded that applicable laws be strictly enforced, allowing for the prosecution of violators and preventing actions that harm the public interest.
Danger of Registering Non-Standard Drugs
Sloum also highlighted the danger of continuing to register drugs that do not meet global standards simply by the minister's signature, stressing the need to halt this arbitrary process that allows the entry of unreliable products into the Lebanese market.
Turning Pharmacies into Commercial Centers Instead of Health Institutions
He added, “There is a dangerous trend to turn pharmacies into mere commercial centers focused on making profits instead of being health institutions that provide essential services to patients. This requires immediate intervention to preserve the pharmacist's essential role in guiding citizens and safeguarding their health.”
Radical and Swift Reform Steps
The current situation in Lebanon's pharmaceutical sector requires radical and swift reform steps, starting with reactivating the scientific offices responsible for drug monitoring, and enforcing strict supervision on pricing and distribution, in addition to combating drug smuggling and monopolization. Strict enforcement of laws and preventing the introduction of non-compliant drugs must be a top priority, as citizens' health must remain above all commercial considerations and private interests.
