أعلنت مديرية العلاقات العامة في الصندوق الوطني للضمان الاجتماعي عن سلسلة من القرارات الهامة التي أصدرها المدير العام للصندوق، الدكتور محمد كركي، في إطار تعزيز الرقابة على المستشفيات ودعم المرضى في ظل الظروف الصعبة التي يمر بها لبنان.

إجراءات صارمة ضد المستشفيات المخالفة:
في نهاية الأسبوع الماضي، أصدرت إدارة الضمان الاجتماعي قرارات تتضمن فسخ عقود مع عدد من المستشفيات التي أظهرت تقارير الرقابة الطبية والإدارية مخالفتها للأنظمة والقوانين. وأكدت التقارير أن بعض المستشفيات تدّعي عدم تعاقدها مع الصندوق بهدف استغلال المرضى مادياً من خلال فرض رسوم عالية مقابل العلاج.

وفي هذا السياق، شددت المديرية على أن هذه الممارسات تُعتبر غير إنسانية وغير وطنية، خاصةً في ظل الأزمة التي تعيشها البلاد. وأكد د. كركي التزام الصندوق بدعم القطاع الصحي، حيث قام الضمان الاجتماعي بإعادة تفعيل نظام السلفات المالية للمستشفيات في الربع الأخير من عام 2024.

مبالغ مالية ضخمة لدعم القطاع الصحي:
كجزء من هذه الجهود، أعلن الصندوق عن تخصيص مبلغ 16 مليار ل.ل. إضافية كدفعات سلفة للمستشفيات المتعاقدة لتغطية الأعمال الجراحية، ليرتفع إجمالي السلفات المدفوعة منذ بداية العام إلى 68 مليار ل.ل.

دعم استثنائي لمرضى غسيل الكلى:
وأكد البيان أن الصندوق أولى اهتماماً خاصاً بمرضى غسيل الكلى، حيث تم دفع مبلغ 77 مليار ل.ل. للمستشفيات لتغطية هذه المعالجات. كما وجه د. كركي بتحويل مبلغ إضافي قدره 33 مليار ل.ل. كمستحقات عن علاج مرضى غسيل الكلى، ليصل إجمالي المبالغ المخصصة لهذا القطاع منذ بداية العام إلى 110 مليار ل.ل.

دعوة للالتزام والتحذير من العقوبات:
دعا المدير العام للصندوق المستشفيات المخالفة إلى مراجعة سياستها من منظور إنساني ووطني، مطالبًا بالتزام التعرفات المحددة من إدارة الضمان. وأوضح أن أي انتهاك قد يؤدي إلى فسخ العقود المبرمة وإيقاف السلفات المالية، بالإضافة إلى إخضاع المستشفيات للمراقبة الدقيقة للتحقق من صحة الأجور المصرح بها.

The Fund has also prioritized dialysis patients, with LBP 77 billion paid to hospitals for these treatments.
