السياق التدخلي:

تطلق منظمة MdM أنشطة الطوارئ في لبنان بسبب التصعيد الأخير في النزاع داخل البلاد. تعمل المنظمة عبر مراكز الرعاية الصحية الأولية لدعم تقديم خدمات الرعاية الصحية الأولية الشاملة مثل تشخيص الأمراض المزمنة والحادة، الفحوصات المخبرية، الكشف عن الأمراض غير المعدية، علاج الإصابات الطفيفة، خدمات الصحة الجنسية والإنجابية (بما في ذلك فحص الأمراض المنقولة جنسيًا، تنظيم الأسرة، رعاية ما قبل الولادة وما بعد الولادة)، فحص سوء التغذية، التعرف على ضحايا العنف الجنسي والجندري وإحالتهم، وتحديد احتياجات الدعم النفسي الاجتماعي (MHPSS) والإحالة إليها، وتوفير الأدوية والإمدادات الطبية.

المسؤوليات الرئيسية:

تحت إشراف مدير البرنامج ومع ارتباط وظيفي مع المنسق الطبي ومنسق MHPSS، سيكون مسؤول التواصل المجتمعي مسؤولاً عن:

1. الإشراف على فريق المراقبين (OVs):

تطوير خطة العمل ومتابعة أنشطة فريق المراقبين وضمان تقديم خدمات الصحة الجنسية والإنجابية / الصحة النفسية المتكاملة في الميدان.
إجراء تقييمات الأداء لجميع المراقبين الذين يديرهم الفريق كل عام.
تقديم الملاحظات حول القضايا الهامة التي تتطلب تدخلاً خاصًا أو اتخاذ قرارات.

2. دعم الأنشطة المتكاملة لمنظمة MdM على مستوى الميدان:

العمل مع فريق MdM والشركاء على تطوير وتنفيذ أنشطة التوعية المتعلقة بالصحة النفسية والصحة الجنسية والإنجابية.
التأكد من أن جميع النماذج وأدوات المراقبة مكتملة بشكل صحيح ويتم تخزينها بأمان.
المشاركة في تطوير الشراكات مع أصحاب المصلحة المحليين لتنفيذ الأنشطة.
المشاركة في الاجتماعات الداخلية ومقابلات فردية مع المنسق الطبي ومنسق MHPSS.

3. تطوير التدخلات المجتمعية:

المساعدة في تقييم احتياجات الصحة النفسية والصحة الجنسية والإنجابية واقتراح التدخلات لتحسين التغطية.
المشاركة في تحديد الطرق الفعالة والمتوافقة ثقافيًا في تقديم التدخلات.
التركيز على نشر المعلومات وجمع الآراء لتعزيز المعرفة والرعاية الذاتية بين أفراد المجتمع.

4. التوعية وبناء القدرات بين أعضاء المجتمع والقادة:

تحضير جلسات توعية وتدريب حول الصحة النفسية والصحة الجنسية والإنجابية بالتعاون مع المنسق الطبي ومنسق MHPSS.
تدريب أو مساعدة في تسهيل تدريب موظفي الشركاء.

5. استخدام وتطوير نظام الإحالة:

المساعدة في تطوير أنظمة إحالة فعالة بين المجتمع والمراكز الصحية والخدمات الأخرى.
قيادة إحالات الأفراد من المجتمع إلى الأنشطة التي تقدمها منظمة MdM.

6. التحليل والكشف عن العوامل المهددة للصحة المجتمعية:

العمل مع فرق الصحة النفسية والفريق الطبي لاكتشاف العوامل المهددة للصحة وتقديم حلول وقائية.
التنسيق مع أصحاب المصلحة الآخرين عند الحاجة للحد من العوامل المهددة.

7. مهام أخرى:

Context of Intervention:

MdM is initiating emergency-related activities due to the recent escalation of conflict in the country. MdM supports primary healthcare centers (PHCs) to provide comprehensive services, including chronic and acute diseases diagnosis and treatment, laboratory testing, NCD screenings, minor injury treatment, Sexual and Reproductive Health (SRH) services (such as STI screening, family planning, ANC, PNC), malnutrition screenings, safe identification and referral of GBV survivors, mental health and psychosocial support (MHPSS) services, medication, and medical supplies.

In certain cases, MdM also supports primary satellite units to improve access to care for those affected by the crisis and implements community-based activities to empower individuals to receive necessary healthcare services. All activities under this project are carried out with gender-sensitive and inclusive approaches.

Main Responsibilities:

Under the supervision of the Program Manager and in collaboration with the Medical Coordinator and MHPSS Coordinator, the Community Outreach Officer will:

1. Supervise the OVs (Outreach Volunteers):

Develop work plans and monitor the activities of OVs to ensure the proper delivery of integrated SRHR/mental health services in the field.
Conduct annual performance evaluations for all managed OVs.
Provide feedback on critical issues requiring supervisor input or specific interventions.

2. Support MdM Integrated Activities at the Field Level:

Collaborate with MdM and partner teams to develop and implement outreach activities related to mental health and SRHR.
Ensure all forms and monitoring tools are properly filled and securely stored.
Develop partnerships with local stakeholders to facilitate activities.

3. Develop Community Interventions:

Assist in assessing mental health and SRHR needs and propose interventions to improve coverage.
Help define culturally appropriate and effective intervention methods.
Focus on disseminating information and fostering self-care knowledge within communities.

4. Sensitize and Build Capacity Among Community Members and Leaders:

Prepare and deliver awareness/training sessions on MHPSS and SRHR topics for community members and leaders in collaboration with the MdM team.
Facilitate or assist in training sessions for partner staff.

5. Utilize and Develop the Referral System:

Develop effective referral systems connecting the community, health centers, and other services.
Lead the referrals of individuals from the community to MdM-supported activities.

6. Analyze, Detect, and Mitigate Risk Factors Impacting Community Health:

Work with the medical and mental health teams to identify risk factors influencing public health in the area.
Design and implement evidence-based preventive interventions.
Coordinate with stakeholders to mitigate identified risk factors when needed.

7. Other Duties:

Provide verbal and written translations when necessary.
Perform additional tasks as requested by the supervisor.
