الوصف الوظيفي:

منظمة WRF تعمل على تقديم الدعم للأشخاص ذوي الإعاقة في لبنان منذ الثمانينات، ويتم حاليًا تنفيذ مشروع بعنوان “سد الفجوات في الخدمات الأساسية لإعادة التأهيل للاجئين السوريين والأشخاص ذوي الإعاقة في المجتمعات المضيفة”.

الهدف من الوظيفة:

يقوم مسؤول الرصد والتقييم والمساءلة والتعلم (MEALO) بدور أساسي في متابعة تنفيذ أنشطة المشروع، وضمان الاستفادة من عمليات الرصد والتقييم لتعزيز المساءلة والتعلم. من بين المهام الرئيسية:

1. خطة الرصد والتقييم: تحديث وتنفيذ خطة الرصد والتقييم، وإجراء زيارات ميدانية منتظمة لتقديم الدعم في تنفيذها.
2. تطوير الأدوات: مراجعة وتحديث نظام جمع البيانات والأدوات المتعلقة بالرصد والتقييم بالتشاور مع ضباط المشروع.
3. جمع وتحليل البيانات: جمع وتحليل البيانات المتعلقة بالمشروع وإعداد التقارير اللازمة.
4. إنتاج التقارير: دعم إعداد التقارير الدورية للمشروع وتوثيق الإنجازات والتحديات والدروس المستفادة.
5. المساءلة والتعلم: تعزيز قيم المشروع من خلال إشراك جميع المعنيين في عملية المساءلة، وخاصة المستفيدين من المشروع.

المؤهلات المطلوبة:

• درجة الماجستير في مجال ذي صلة.
• خبرة لا تقل عن 3 سنوات في الرصد والتقييم.
• مهارات قوية في كتابة التقارير.
• إلمام جيد بأدوات جمع البيانات وتحليلها مثل SPSS وExcel.
• مهارات تواصل ممتازة وقدرة على العمل تحت الضغط.

Job Description:

The World Rehabilitation Fund (WRF) has been providing support for persons with disabilities in Lebanon since the 1980s. Currently, WRF is implementing a project titled “Filling Assistance Gaps in Basic Rehabilitation Services for Syrian Refugees with Disabilities and their Peers in Host Communities in Lebanon.”

Job Purpose:

The MEAL Officer will play a key role in monitoring and evaluating project activities to ensure accountability and learning. Core responsibilities include:

1. M&E Plan Implementation: Update and execute the M&E plan, conducting regular field visits to support the implementation of the plan.
2. Develop Tools: Review and update data collection systems and tools, ensuring alignment with project needs.
3. Data Collection & Analysis: Gather M&E-related data and produce required reports for project progress.
4. Reporting: Support the production of quarterly and final project reports, ensuring timely and relevant data is provided.
5. Accountability & Learning: Promote learning and accountability by engaging beneficiaries and stakeholders in project processes.

Minimum Requirements:

• Master's degree in a relevant field.
• At least 3 years of experience in MEAL roles.
• Strong reporting and communication skills.
• Proficiency in data analysis tools like SPSS and Excel.
• Ability to work under pressure and meet deadlines.
