### Job Opportunity: Shelter Technical Assistant

#### Job Purpose:
The Shelter Technical Assistant will support the Shelter Technical Officer in implementing Concern’s Shelter and WASH activities across residential and non-residential shelter units, collective sites, and informal settlements. This role involves gathering information and data on shelter locations, conducting assessments, providing technical oversight on shelter activities, assisting in the production of bills of quantities, negotiating rental agreements, and monitoring construction infrastructure.

#### Main Duties & Responsibilities:

**Programme Implementation:**
– Assist Technical Officers in identifying and assessing beneficiaries for shelter activities in collaboration with municipalities, community focal points, existing beneficiaries, and other stakeholders following Concern and UNHCR eligibility criteria.
– Conduct technical assessments of occupied and unoccupied units, including emergency temporary shelters, as well as common areas in collective sites, and prepare bills of quantities for rehabilitation according to donor and sector guidelines, in cooperation with residents and landlords.
– Develop and implement weekly, monthly, and quarterly work plans.
– Assess beneficiaries for Core Relief Items (CRIs) needs and manage necessary requests and distributions.
– Support the maintenance of accurate programme databases for various activities, including the rehabilitation of occupied and unoccupied shelters, Emergency Temporary Shelters (ETS), common area upgrades, septic tank installations and rehabilitation, weatherproofing assessments, water quality sampling, and distribution of needed items.

**Support to Project Monitoring, Evaluation, Accountability, and Learning (MEAL):**
– Ensure the inclusion of people with specific needs and minorities in project activities.
– Ensure the Complaints and Response Mechanism (CRM) is operational and effective.
– Maintain daily attendance records for activities and ensure the accuracy of collected data.
– Collect, store, and maintain data in accordance with agreed procedures for data protection.
– Actively promote meaningful community participation and consultation throughout all stages of the project cycle (planning, implementation, monitoring, and evaluation).
– Collaborate with relevant colleagues to ensure the CRM is functional and accessible, addressing feedback and complaints appropriately.
– Work with colleagues to disseminate information about the CRM, safeguarding policies, and expected staff behavior among programme participants and communities.

**Reporting and Information Management:**
– Support case identification within target populations and facilitate referrals for services (health, education, legal assistance, livelihoods, WASH, etc.).
– Assist Shelter Technical Officers in tracking shelter referrals through RAIS and coordinating with other Concern departments.
– Identify beneficiaries needing additional services and follow up on referrals, especially for those residing in unoccupied and transitional shelters.
– Follow up on incoming referrals to the shelter team, including assessments and responses.
– Track outgoing referrals from the shelter team.

**Other Responsibilities:**
– Ensure high standards of accountability through effective communication and information sharing within and outside the organization.
– Comply with all of Concern’s policies and procedures (P4, finance, logistics, HR, security management, etc.).
– Actively participate in any emergency response if requested.

#### Work Ethic:
– Adhere to the standards of conduct outlined in the Programme Participant Protection Policy and Concern’s Code of Conduct.
– Promote these standards among the team and beneficiaries and commit to providing a safe working environment.
– Respect confidentiality and adhere to ethical guidelines.

#### Educational Requirement:
– Bachelor’s degree in Civil, Structural, Transportation, Architectural, Geotechnical, or Construction Engineering.

#### Experience Requirement:
– Minimum of 1 year of experience in shelter technical activities within humanitarian organizations.
– Prior experience in identifying and assessing beneficiaries.
– Experience in technical assessments, including Bills of Quantities (BoQs).
– Knowledge of referral provisions.
– Familiarity with minimum construction standards for camps (e.g., Sphere).

#### Other Skills:
– Proficiency in English and fluent Arabic.
– Basic to intermediate skills in Microsoft Excel and Word.
– Experience in monitoring construction and managing contractors.
– Strong commitment to protecting refugees and vulnerable groups.
– Experience working with vulnerable populations.
– Strong negotiation and mediation skills and ability to work independently.
– Strong organizational skills with the ability to coordinate and manage diverse activities and stakeholders.
– Experience conducting surveys, managing data, and statistics.
– Awareness of security management and willingness to adhere to security guidelines and regulations.
– Good communication and interpersonal skills.
– Flexibility and willingness to adapt to change.
– Initiative and ability to work under tight deadlines.
– Willingness to learn.

– تعزيز المشاركة المجتمعية الفعّالة والتشاور في جميع مراحل دورة المشروع (التخطيط والتنفيذ والمتابعة والتقييم).
– التعاون مع الزملاء لضمان عمل آلية الشكاوى والردود (CRM) بشكل فعال وسهل الوصول إليها.

**الإبلاغ وإدارة المعلومات:**
– دعم تحديد الحالات داخل السكان المستهدفين وتحويلها إلى خدمات أخرى (الصحة، التعليم، المساعدة القانونية، سبل العيش، المياه والصرف الصحي، إلخ).
– دعم الضباط الفنيين في تتبع التحويلات في المأوى من خلال RAIS بالتنسيق مع الإدارات الأخرى في “كونسيرن”.
– متابعة التحويلات الواردة إلى فريق المأوى بما في ذلك التقييم والاستجابة.
– متابعة التحويلات الصادرة من فريق المأوى.

**أخرى:**
– ضمان أعلى معايير المساءلة من خلال تحسين التواصل ومشاركة المعلومات داخل وخارج المنظمة.
– الالتزام بكافة سياسات وإجراءات “كونسيرن” (المالية، اللوجستية، الموارد البشرية، إدارة الأمن، إلخ).

#### متطلبات التعليم:
– درجة بكاليوس في الهندسة المدنية / الهيكلية / النقل / المعمارية / الجيوتقنية / هندسة البناء.

#### متطلبات الخبرة:
– خبرة لا تقل عن سنة واحدة في أنشطة المأوى التقنية في المنظمات الإنسانية.
– خبرة سابقة في تحديد وتقييم المستفيدين.
– خبرة في التقييم الفني بما في ذلك قوائم الكميات.
– معرفة بنظام التحويلات.

#### المهارات الأخرى:
– إتقان اللغة العربية والانجليزية.
– مهارات متوسطة في استخدام برامج Microsoft Excel و Word.
– خبرة في مراقبة البناء وإدارة المقاولين.
– التزام قوي بضمان حماية اللاجئين والمجموعات الضعيفة.
– مهارات تفاوض وساطة قوية وقدرة على العمل بشكل مستقل.
– مهارات تنظيمية قوية وقدرة على تنسيق وإدارة مجموعة متنوعة من الأنشطة والمعنيين.
– خبرة في إجراء الاستطلاعات، وإدارة البيانات والإحصاءات.
