لم تضرب السلطة الحالية في لبنان ثقة المستثمرين بعد الطائف كما فعلت بحملة السيطرة على BetArabia، المشغّل الشرعي الحصري للمراهنات الإلكترونية بشراكة مع كازينو لبنان.
في الدول المؤسساتية، تُفحص المشاريع قبل تمويلها. في لبنان، تُسحب المناقصات، تُسجن إدارة الشركات، وتصدر أحكام جزافية غير مبنية على فهم للمشروع. نفوز بند، ندفع ضرائب، لكن بعدها تُلاحقنا السلطة بلا شرح.
النموذج الرقمي للرهانات أثبِت فعاليته: ارتفعت إيرادات الدولة من الصفر إلى 30 مليون دولار بنهاية 2024، ومرشحة لتتخطى 50 مليونًا في 2025. رغم ذلك، تمّ خصم مليوني دولار من الخزينة في شهر واحد نتيجة وقْف نشاط الشبكة القانونية للوكلاء—ما يعادل رواتب أكثر من 5 آلاف موظف حكومي.
استهداف الشبكة القانونية يُعيد الحيوية إلى السوق السوداء، ويُضعف العائد الشرعي. هل نريد حصة ضئيلة من غير الشرعية، أم نسبة كبيرة من النظام الشرعي؟
التحقيقات فضّلت مديرين رولين الخوري، جاد غاريوس، داني عبود من أي اتهامات مثل التهرب الضريبي أو تبييض الأموال. وأي ثغرة بالعقد تتحمّلها الدولة والحكومة السابقة—وليست على عاتق الشركة.
هذا الانقلاب على النظام الشرعي يبدو وكأنه يمهّد لإحياء المقامرة غير القانونية. فخامة الرئيس: لا تسمح لضربة BetArabia أن تُطيح بآمال 6 آلاف عائلة وثّقت بالاستثمار في لبنان.

Lebanon has not shaken investor confidence like this since the Taif Accord, as the current government targets BetArabia, the licensed online gambling operator in partnership with Casino du Liban.
In regulated economies, projects are thoroughly vetted. In Lebanon, however, contracts are revoked, executives are arrested, and legal decisions are handed down without deep understanding. Companies win bids, pay taxes—and then get prosecuted.
BetArabia’s digital model has proven its worth: state revenues surged from near zero to $30 million by end-2024, with projections above $50 million in 2025. Yet, forcing a shutdown of the licensed agent network cost the state over $2 million in a single month—enough for 5,000 public-sector salaries.
Targeting the legal agent network revives the unregulated market and erodes public revenue. Do we accept a small piece of the black market, or a large share of a lawful one?
Investigations cleared executives Roland Khoury, Jad Gharios, Dani Abboud of any tax evasion or money laundering. Any contractual issues lie with the state and previous administration—not BetArabia.
This assault on the legal operator appears to pave the way for renewing illicit gambling. Mr. President, do not let the dismantling of BetArabia destroy the livelihood of thousands who believed in Lebanon’s economic future.
