قرار وزاري يثير الجدل في طرابلس: بين إصلاح السلامة المرورية وقطع رزق “التوك توك”
أصدرت وزارة الداخلية والبلديات قرارًا مفاجئًا يوم الثلاثاء، حيث بدأت قوى الأمن الداخلي تنفيذ القرار الوزاري عبر إقامة حواجز أمنية مكثفة في مدينة طرابلس. استهدفت الحملة حجز عدد من الدراجات النارية و”التوك توك” المخالف، سواء كانت مسجّلة أو غير مسجّلة، في خطوة اعتبرها البعض ضرورية لتحسين التنظيم المروري، بينما رآها آخرون تهديدًا مباشرًا لمصادر رزقهم اليومية.
قرار غير مرحب به في الأحياء الشعبية
في مناطق مثل جبل محسن، التي يعتمد العديد من سكانها على “التوك توك” كمصدر رزق يومي، اندلعت احتجاجات كبيرة اعتراضًا على القرار. عبر المحتجون عن استيائهم من سياسة الحجز والمصادرة، التي تمت دون أي تحذير مسبق أو تقديم حلول بديلة واضحة لهم.
أحد المحتجين صرّح قائلاً: “أنا أعمل على “التوك توك” منذ عامين، وهو مصدر رزقي الوحيد. اليوم حجزوه، ولم يسأل أحد إن كان لدينا عائلات وأطفال. نحن لا نسرق، بل نعمل بكرامة. إذا أرادت الدولة التنظيم، يجب عليها أن توفر حلولاً بديلة لا أن تحرمنا من لقمة عيشنا.”
الترحيب من سائقي النقل العام
على الجانب الآخر، لاقى القرار ترحيبًا من سائقي النقل العام الذين رأوا فيه خطوة إصلاحية طال انتظارها. وأكدوا أن انتشار “التوك توك” على الطرقات، خاصة في المدن الكبرى، يُعدّ مخالفة قانونية واضحة تضرّ بمصادر رزقهم، حيث تُستخدم هذه المركبات لنقل الركاب بشكل غير شرعي رغم تسجيلها كدراجات نارية عند دخولها البلاد.
أوضح أحد السائقين أن قطاع النقل يعاني منذ عام 2019 من فوضى واضحة بسبب غياب الرقابة والتنظيم، مما سمح بانتشار وسائل النقل غير القانونية دون أي ضوابط أو إجراءات أمنية.
التحديات أمام وزارة الداخلية
التحدي الحقيقي أمام وزارة الداخلية والقوى الأمنية يكمن في إيجاد توازن دقيق بين تطبيق القانون والحفاظ على مصادر رزق العائلات التي تعتمد على “التوك توك” في ظل تدهور الوضع الاقتصادي في لبنان وقلة فرص العمل. هذه العائلات اضطرت إلى الاعتماد على هذه الوسيلة بسبب الأوضاع المعيشية الصعبة.
Controversial Ministerial Decision in Tripoli: Between Traffic Safety Reform and “Tuk-Tuk” Livelihoods
On Tuesday, Lebanon's Ministry of Interior issued a surprising decision, with the Internal Security Forces enforcing this decision by setting up heavy security checkpoints across Tripoli. The operation targeted the seizure of both registered and unregistered motorcycles and “tuk-tuks” in what some considered a necessary step to improve traffic organization, while others saw it as a direct threat to their livelihoods.
Unwelcomed Decision in Popular Neighborhoods
In areas like Jabal Mohsen, where many rely on “tuk-tuks” for their daily income, large protests broke out in response to the decision. Protesters expressed their dissatisfaction with the seizure and confiscation policies, which were carried out without prior notice or clear alternatives being provided to them.
One protester stated: “I've been working on a tuk-tuk for two years, and it's my only source of income. Today they seized it, and no one asked if we have families or children. We’re not stealing; we’re working with dignity. If the state wants to regulate things, it should offer solutions, not take away our bread and butter.”
Support from Public Transport Drivers
On the other hand, the decision was welcomed by public transport drivers who saw it as a long-awaited step in the right direction. They emphasized that the proliferation of “tuk-tuks” on the roads, especially in major cities, is a clear violation of the law, as these vehicles are used to transport passengers illegally, even though they were officially registered as motorcycles when they entered the country.
One driver pointed out that the transport sector has been struggling since 2019 due to the lack of oversight and organization, which has allowed illegal transport vehicles to spread without any regulations or security measures in place.
Challenges for the Ministry of Interior
The real challenge for the Ministry of Interior and the security forces lies in finding a delicate balance between enforcing the law and preserving the livelihoods of families who depend on “tuk-tuks” in light of Lebanon’s deteriorating economic situation and lack of job opportunities. These families have been forced to rely on this means of transportation due to the dire living conditions in the country.
