الوصف الوظيفي:

المسمى الوظيفي: مدير/ة للرصد والتقييم والمساءلة والتعلم (MEAL Manager)
الموقع: بيروت، لبنان

نوع العقد: دوام كامل
مدة الوظيفة: حتى سبتمبر 2025 (قابلة للتجديد بناءً على التمويل والأداء)
الراتب: من 2000 إلى 2500 دولار أمريكي شهرياً + بدل طعام 6$/يوم + بدل نقل 450,000 LBP/يوم
المؤهل التعليمي: شهادة بكالوريوس في الصحة العامة، الصحة النفسية، أو أي مجال ذو صلة.

المسؤوليات الرئيسية:

1. الرصد والتقييم (M&E):

   • تطوير أدوات وموجهات الدراسات الاستقصائية بالتنسيق مع الأقسام الفنية.

   • تنسيق تنفيذ الأنشطة المتعلقة بالرصد والتقييم مع فرق المشروع.

   • تحليل البيانات من المشاريع والاقتراح بتعديلات ضرورية للتحسين.

2. المساءلة:

   • قيادة آلية تقديم الشكاوى والرد عليها، وضمان تنفيذ استطلاعات رضا المستفيدين بشكل منتظم.

   • تنفيذ آليات التغذية الراجعة من المستفيدين داخل وخارج المنظمة.

3. بناء القدرات:

   • تنظيم وتنسيق تدريبات للموظفين والشركاء في مجالات الرصد والتقييم.

   • دعم فرق البرامج على تصميم أدوات جمع البيانات وتحليلها.

4. إعداد التقارير والتعلم:

   • تقديم تقارير شهرية، ربع سنوية وسنوية للبرنامج والممولين.

   • المساهمة في كتابة تقارير التقويم الداخلي والتقييمات الميدانية.

5. القيادة والإشراف:

   • الإشراف المباشر على ضابط البيانات والفنيين في فرق الرصد والتقييم.

   • تنظيم آلية التنسيق بين فرق العمل المختلفة لضمان جودة البيانات وموثوقيتها.

المؤهلات والمتطلبات:

• شهادة بكالوريوس في الصحة العامة، الصحة النفسية، أو أي مجال مشابه.

• خبرة من 3 إلى 5 سنوات في مجال الرصد والتقييم ضمن المنظمات غير الربحية أو المنظمات الإنسانية.

• إجادة اللغة العربية بطلاقة و إجادة اللغة الإنجليزية بشكل جيد.

• خبرة عملية في استخدام أدوات جمع البيانات مثل Kobo، Monitool، PowerBI، و RIMS.

• مهارات قوية في Excel و التحليل البياني.

MdM is a leading international humanitarian organization that provides healthcare services, including mental health, primary health care (PHC), and sexual and reproductive health (SRH) services in underprivileged regions.

Job Description:

Position Title: MEAL Manager
Location: Beirut, Lebanon
Application Deadline: June 23, 2025
Contract Type: Full-time
Contract Duration: Until September 2025 (renewable based on funding and performance)
Salary: $2000 to $2500 per month + $6/day food allowance + 450,000 LBP/day transportation allowance
Qualifications: Bachelor's degree in Public Health, Mental Health, or related field.

Key Responsibilities:

1. Monitoring and Evaluation (M&E):

   • Lead the development of tools and Terms of References (ToRs) for surveys and studies such as KAPs, Baseline, Midline, and Endline.

   • Collaborate with the Project Manager and Field Coordinators to track project deviations, delays, and quality issues and provide recommendations for improvements.

2. Accountability:

   • Oversee the roll-out of the feedback and complaints response mechanism.

   • Ensure regular beneficiary satisfaction surveys and internal and external dissemination of results.

3. Capacity Building:

   • Organize training for MdM staff and partners on MEAL-related topics, such as data collection, analysis, and indicator tracking.

4. Reporting and Learning:

   • Prepare monthly, quarterly, and annual reports for donors and internal stakeholders.

   • Contribute to donor reports and proposal writing.

5. Supervision and Coordination:

   • Supervise the Data Officer and provide technical oversight to MEAL officers.

   • Ensure timely and efficient coordination between teams to meet deadlines for data collection.

Qualifications and Requirements:

• Bachelor’s degree in Public Health, Mental Health, or related field.

• 3 to 5 years of experience in MEAL management in NGOs or humanitarian organizations.

• Fluent in Arabic and strong command of English.

• Hands-on experience with data collection tools like Kobo, Monitool, PowerBI, and RIMS.

• Strong Excel skills and experience in data analysis.
