استقبل رئيس مجلس الوزراء اللبناني الدكتور نواف سلام ظهر اليوم في السرايا الحكومية في بيروت، رئيس دولة فلسطين محمود عباس (أبو مازن)، حيث عقدا لقاءً ثنائياً تبعه اجتماع أمني موسّع ضمّ كبار المسؤولين اللبنانيين والفلسطينيين، وتركّز على تعزيز الأمن والاستقرار داخل مخيمات اللاجئين الفلسطينيين في لبنان في ظل التحديات الأمنية المتكررة التي تواجهها بعض المخيمات.
ضم الوفد اللبناني إلى جانب الرئيس سلام رئيس لجنة الحوار اللبناني–الفلسطيني السفير رامز دمشقية، المدير العام للأمن العام اللواء حسن شقير، مدير المخابرات في الجيش اللبناني العميد الركن طوني قهوجي، والمستشار علي قرانوح. أما الوفد الفلسطيني فضم أمين سر اللجنة التنفيذية لمنظمة التحرير الفلسطينية عزام الأحمد، السفير الفلسطيني في لبنان أشرف دبور، عضو اللجنة التنفيذية د. أحمد مجدلاني، مستشار الرئيس للشؤون الدبلوماسية د. مجدي خالد، سفير فلسطين لدى الأمم المتحدة د. رياض منصور، وأمين سر حركة “فتح” في لبنان فتحي أبو العردات، إلى جانب مستشاري الرئيس ياسر عباس ووائل لافي.
تم خلال الاجتماع الاتفاق على مجموعة مبادئ أساسية أبرزها: تأكيد أن اللاجئين الفلسطينيين في لبنان ضيوف ملتزمون بالقوانين اللبنانية، ويرفضون التوطين، ويتمسكون بحق العودة إلى فلسطين. كما أكّد الطرفان تمسّك الدولة اللبنانية بسيادتها الكاملة على أراضيها، بما في ذلك المخيمات، وإنهاء أي وجود مسلّح خارج سلطة الدولة. وتم الاتفاق على إقفال ملف السلاح الفلسطيني داخل وخارج المخيمات نهائياً وحصر السلاح بيد الشرعية اللبنانية.
كما تقرّر تشكيل لجنة تنفيذية مشتركة لبنانية–فلسطينية لمتابعة تنفيذ التفاهمات الأمنية والاجتماعية، والعمل المشترك على معالجة القضايا الحقوقية والاجتماعية للاجئين بما يضمن لهم حياة كريمة دون المساس بسيادة الدولة أو قوانينها.
وجدد الطرفان رفضهما للعدوان الإسرائيلي المستمر على قطاع غزة، مؤكدين ضرورة وقف الحرب فوراً ورفض أي مخططات تهجير قسري للسكان الفلسطينيين. وشدّدا على وقف إطلاق النار الفوري، وتسهيل وصول المساعدات الإنسانية دون عوائق، وانسحاب الجيش الإسرائيلي، وتمكين السلطة الفلسطينية من إدارة القطاع، بالإضافة إلى إعادة إعمار غزة لضمان تعافيها الإنساني والاجتماعي والاقتصادي.
كما جدّد الطرفان التأكيد على التمسك بحل الدولتين كحل عادل وشامل، مستندين إلى قرارات الشرعية الدولية والمبادرة العربية للسلام التي قدمتها السعودية في قمة بيروت عام 2002، لضمان قيام دولة فلسطينية مستقلة وعاصمتها القدس على كامل الأراضي المحتلة.
وكان الرئيس الفلسطيني قد وصل إلى السرايا الحكومية عند الساعة 12:15 ظهرًا، حيث استقبله رئيس الحكومة سلام بمراسم رسمية في الباحة الخارجية، قبل أن يقيم مأدبة غداء تكريمية على شرفه والوفد المرافق بحضور شخصيات لبنانية وفلسطينية بارزة.
No Arms Outside State Authority and No Resettlement: Abbas Meets Salam to Enhance Security in Palestinian Refugee Camps in Lebanon
Lebanese Prime Minister Dr. Nawaf Salam received Palestinian President Mahmoud Abbas (Abu Mazen) today at the Government Palace in Beirut, where they held a bilateral meeting followed by an expanded security session attended by senior Lebanese and Palestinian officials. The discussions focused on enhancing security and stability within Palestinian refugee camps in Lebanon amid recurring security challenges in some camps.
The Lebanese delegation accompanying Prime Minister Salam included Ambassador Ramez Damashkia, Head of the Lebanese-Palestinian Dialogue Committee; Major General Hassan Shukr, Director General of General Security; Brigadier General Tony Kahwaji, Head of Military Intelligence; and advisor Ali Qaranooh. The Palestinian delegation comprised Executive Committee Secretary Azzam Al-Ahmad; Palestinian Ambassador to Lebanon Ashraf Dabbour; Executive Committee member Dr. Ahmad Majdalani; Presidential Diplomatic Advisor Dr. Majdi Khaled; Palestinian Ambassador to the UN Dr. Riyad Mansour; Fatah Secretary-General in Lebanon Fathi Abu Al-Ardat; and presidential advisors Yasser Abbas and Wael Lafi.
The meeting resulted in fundamental agreements, including reaffirming that Palestinian refugees in Lebanon are guests who respect Lebanese laws, reject resettlement, and insist on their right to return to Palestine. Both parties emphasized Lebanon’s full sovereignty over its territories, including refugee camps, and the need to end any armed presence outside state authority. The final closure of the Palestinian weapons file inside and outside the camps was agreed upon, limiting arms exclusively to Lebanese state authorities.
Additionally, a joint Lebanese-Palestinian executive committee will be formed to monitor the implementation of security and social understandings and to jointly address the refugees’ legal and social issues, ensuring a dignified life for them without undermining Lebanese sovereignty or laws.
Both leaders reiterated their absolute rejection of the ongoing Israeli aggression on Gaza, stressing the urgent need for an immediate ceasefire, unconditional humanitarian aid access, Israeli withdrawal, and enabling the Palestinian Authority to govern Gaza, alongside the reconstruction of Gaza to guarantee its humanitarian, social, and economic recovery.
They reaffirmed their commitment to the two-state solution as a just and comprehensive resolution, based on international legitimacy and the Arab Peace Initiative presented by Saudi Arabia at the Beirut Summit in 2002, ensuring the establishment of an independent Palestinian state with Jerusalem as its capital on all occupied Palestinian territories.
President Abbas arrived at the Government Palace at 12:15 PM, where he was officially received by Prime Minister Salam with ceremonial honors in the outer courtyard, followed by a formal luncheon in his and his delegation’s honor attended by prominent Lebanese and Palestinian figures.
