منظمة SHiFT هي منظمة غير حكومية محلية مقرها في طرابلس، لبنان، تهدف إلى تعزيز التنمية الاجتماعية والاقتصادية المستدامة من خلال بناء القدرات، التعليم، ومبادرات التوظيف. تعمل المنظمة عن كثب مع المجتمعات المحلية، الشركات، والجهات المانحة لتنفيذ مشاريع تعزز سبل العيش، وتخلق فرص العمل، وتحسن الوصول إلى الموارد للفئات المهمشة.
ملخص الوظيفة:
مدير/ة الرصد والتقييم والتعلم (MEL Manager) هو عضو أساسي في فريق إدارة منظمة SHiFT، ويكون مسؤولاً عن الإشراف على تنفيذ أنظمة الرصد والتقييم وضمان جمع البيانات وتحليلها بشكل دقيق، بالإضافة إلى إعداد تقارير مهنية. سيعمل MEL Manager بشكل وثيق مع فرق المشروع لمتابعة الأداء، قياس التأثير، ودعم اتخاذ القرارات المبنية على البيانات لتحسين فعالية المشاريع. يتطلب هذا الدور التنسيق مع فرق البرنامج، الجهات المعنية، والجهات المانحة لضمان أن التدخلات التي تقدمها SHiFT يتم رصدها وتقييمها بشكل فعال لتحقيق الأهداف التنظيمية.
المهام والمسؤوليات الرئيسية

إدارة أنظمة الرصد والتقييم
- تنفيذ وإدارة أنظمة وأدوات وإجراءات الرصد والتقييم لمتابعة تقدم المشروع وقياس تأثيره.
- دعم تطوير وتحسين مؤشرات أداء المشروع، تحديد القواعد البيانية والأهداف لرصد المخرجات والنتائج.

جمع وتحليل البيانات
- جمع وتحليل البيانات بشكل مستمر لتوليد رؤى تساعد في تحسين المشروع.
- تحضير تقارير الرصد والتقييم للاستخدام الداخلي، وكذلك للممولين والجهات المعنية.

دعم اتخاذ القرارات
- تسهيل دمج الدروس المستفادة وأفضل الممارسات في المشاريع الحالية والمستقبلية.
- التعاون مع فرق البرنامج لضمان دمج عمليات الرصد والتقييم في تصميم وتنفيذ المشاريع.

التدريب وبناء القدرات
- تدريب وبناء قدرات موظفي المشروع والشركاء على منهجيات وأفضل ممارسات الرصد والتقييم.

التقارير ونتائج المشاريع
- دعم تطوير أدوات التصور البياني للبيانات ولوحات المعلومات لتعزيز تقارير النتائج والتواصل معها.

الامتثال لمتطلبات المانحين
- ضمان الامتثال لمتطلبات الرصد والتقييم للممولين والمساهمة في تطوير المقترحات من خلال تقديم المدخلات اللازمة.
المؤهلات والخبرة
- درجة بكالوريوس أو ما يعادلها في أحد المجالات ذات الصلة مثل العلوم الاجتماعية، دراسات التنمية، الإحصاء أو أي تخصص ذي صلة.
- خبرة لا تقل عن خمس سنوات في مجال الرصد والتقييم والتعلم ضمن مشاريع تنموية أو مشاريع خاصة بمنظمات غير حكومية.
- خبرة في تصميم وتنفيذ أنظمة الرصد والتقييم، أدوات جمع البيانات وآليات التقارير.
- مهارات قوية في تحليل البيانات واستخلاص المعلومات القابلة للتنفيذ.
- قدرة ممتازة على التواصل والعمل بشكل فعال باللغتين العربية والإنجليزية.
- إلمام بالمنهجيات البحثية النوعية والكمية وتقنيات تحليل البيانات.
- يفضل الخبرة في التعامل مع مشاريع تمويل المانحين ومتطلبات التقارير المتعلقة بها.
- إتقان برامج التحليل البياني (مثل Excel، SPSS، Power BI أو برامج مماثلة).
الظروف:
- العمل بدوام كامل: 5 أيام في الأسبوع، 8 ساعات يومياً من الساعة 9:00 صباحاً وحتى الساعة 5:00 مساءً.
- الاستعداد للسفر في الخارج للقاءات والمؤتمرات (عند الحاجة).

Background:
SHiFT is a local NGO based in Tripoli, Lebanon, focused on fostering sustainable social and economic development through capacity building, education, and employment initiatives. The organization works closely with communities, local businesses, and donors to implement projects that enhance livelihoods, create job opportunities, and improve access to resources for marginalized populations.
Job Summary:
The Monitoring, Evaluation, and Learning (MEL) Manager is a key member of SHiFT’s management team, responsible for overseeing the implementation of monitoring and evaluation systems, ensuring quality data collection, analysis, and reporting. The MEL Manager will work closely with project teams to track performance, measure impact, and support data-driven decision-making to enhance project effectiveness. This role requires coordination with program staff, stakeholders, and donors to ensure SHiFT’s interventions are effectively monitored and evaluated to meet organizational objectives.
Key Responsibilities

MEL Systems Management
- Implement and manage MEL systems, tools, and procedures to track project progress and impact.
- Support the development and improvement of project performance indicators, setting baselines and targets for output and outcome monitoring.

Data Collection and Analysis
- Collect and analyze data continuously to generate insights that inform project improvements.
- Prepare MEL reports for internal use, as well as for donors and stakeholders.

Decision Support
- Facilitate the integration of lessons learned and best practices into current and future projects.
- Collaborate with program teams to ensure MEL processes are embedded in project design and implementation.

Capacity Building
- Train and build the capacity of project staff and partners on MEL methodologies and best practices.

Reporting and Project Results
- Support the development of data visualization tools and dashboards to enhance reporting and communication of results.

Donor Compliance
- Ensure compliance with donor MEL requirements and contribute to proposal development by providing relevant MEL inputs.
Qualifications and Experience
- Bachelor’s degree or equivalent in a relevant field such as social sciences, development studies, statistics, or related discipline.
- Minimum of five years of relevant experience in monitoring, evaluation, and learning in development or NGO projects.
- Experience in designing and implementing MEL frameworks, data collection tools, and reporting mechanisms.
- Strong ability to synthesize information and generate actionable insights.
- Excellent interpersonal and communication skills in both English and Arabic.
- Familiarity with donor-funded projects and reporting requirements is an asset.
- Proficiency in data analysis software (Excel, SPSS, Power BI, or similar) is desirable.
Conditions:
- Full-Time working hours: 5 days a week, 8 hours per day, from 9:00 AM to 5:00 PM.
- Willingness to travel abroad for meetings and conferences (
where applicable).
