الوصف الوظيفي:

منظمة كاريتاس لبنان تعلن عن حاجتها لتوظيف مسؤول/ة عن الرصد والتقييم والمساءلة والتعلم (MEAL Officer) للانضمام إلى فريقها. ستكون مسؤولية هذا الدور الأساسية هي ضمان جمع وتحليل البيانات وتسهيل الأنشطة التي تضمن المساءلة والكفاءة في كافة المشاريع والبرامج التي تنفذها المنظمة.

المسؤوليات الرئيسية:

1. رصد الأداء والمتابعة:

   • متابعة ومراقبة الأداء في المشاريع من خلال متابعة الأهداف والإنجازات.
   • التقييم الدوري للمخاطر والتحديات التي يواجهها الفريق أثناء تنفيذ البرامج.
   • تقديم التغذية الراجعة لمنسقي المشاريع حول استراتيجيات الأنشطة.

2. جمع البيانات والتحليل:

   • جمع البيانات اللازمة لدعم عملية الرصد الميداني للمشاريع.
   • تقديم التوصيات المتعلقة بتحسين مكونات الإطار المنطقي وتقييم ملاءمة المؤشرات ووسائل التحقق المستخدمة.
   • المساهمة في إعداد خطط MEAL للمشاريع وتطوير الأدوات اللازمة لرصد وتقييم الأداء.

3. إعداد تقارير التقييم:

   • كتابة تقارير ربع سنوية ونهائية لتقييم المشاريع.
   • المساهمة في كتابة استبيانات رضا العملاء.

4. دعم جمع البيانات:

   • دعم منسقي المشاريع في جمع البيانات من الميدان وتقديم تقارير إلى المانحين.
   • متابعة جودة البيانات المرسلة من المراكز الإقليمية وتقديم التوصيات لتحسينها.

5. تحديد مؤشرات الأداء الرئيسية:

   • المساهمة في تحديد مؤشرات الأداء الرئيسية للأقسام والوحدات في كاريتاس.

6. إجراء التحقيقات اللازمة:

   • دعم وحدة MEAL في إجراء التحقيقات اللازمة للإبلاغ عن الحالات الحساسة.

7. مهام إضافية:

   • أداء أي مهام إضافية حسب الحاجة.

المهارات المطلوبة:

• المهارات التقنية:

  • مهارات ممتازة في البحث الاجتماعي وتحليل الأداء البرامجي.
  • مهارات قوية في التحليل الكمي والنوعي.
  • خبرة واسعة في تطوير الأطر المنطقية وتحديد مؤشرات الأداء المناسبة.
  • قدرة قوية على التواصل والتيسير وبناء علاقات عمل مع الزملاء والشركاء في بيئة حساسة.
  • القدرة على تدريب وبناء قدرات الآخرين.

• المهارات التنظيمية:

  • مهارات تنظيمية ممتازة.
  • مهارات كتابة وتحليل بيانات ممتازة.
  • القدرة على إجراء زيارات ميدانية بانتظام والتفاعل مع مختلف أصحاب المصلحة.

• المهارات الحاسوبية:

  • إجادة استخدام برامج Microsoft Office.

المؤهلات الأكاديمية:

• درجة الماجستير في الصحة العامة، العلوم الاجتماعية، الإحصاء، التنمية أو أي مجال ذي صلة.

الخبرة والمعرفة المطلوبة:

• من 3 إلى 5 سنوات من الخبرة العملية ذات الصلة.
• خبرة في عمليات التخطيط وإدارة الأداء، الرصد والتقييم، وبناء القدرات في المنظمات الحكومية أو الدولية الكبرى.

Job Description:

Caritas Lebanon is looking for a Monitoring, Evaluation, Accountability, and Learning (MEAL) Officer to join their team. This role will be responsible for ensuring data collection, analysis, and learning activities, guaranteeing accountability and efficiency from the beginning to the end of all programs and projects. The MEAL Officer will collaborate closely with program teams to assess field conditions, support capacity-building initiatives, and facilitate the collection of quality data.

Major Responsibilities:

1. Performance Monitoring and Follow-Up:

   • Monitor project performance by tracking targets and achievements.
   • Assess and report risks and challenges faced during project implementation.
   • Provide feedback to Project Coordinators on strategies and activities.

2. Data Collection and Analysis:

   • Collect data needed to support situational monitoring of projects.
   • Recommend improvements to the logical framework components and evaluate the appropriateness of indicators and means of verification.
   • Contribute to the development of MEAL plans and tools needed for M&E activities.

3. Evaluation Reporting:

   • Contribute to writing client satisfaction surveys and quarterly and final evaluation reports for projects.
   • Follow up on the quality of data reported from the field/regional centers and provide recommendations for improvement.

4. Data Collection Support:

   • Support Project Coordinators in collecting data from the field and reporting to donors.

5. Setting Key Performance Indicators:

   • Contribute to setting Key Performance Indicators (KPIs) for Caritas’ departments and units.

6. Investigations and Reporting:

   • Support the MEAL unit in conducting investigations and reporting on sensitive cases.

7. Other Duties:

   • Perform other duties as required.

Required Skills:

• Technical Skills:

  • Excellent technical skills in socio-economic research and program performance assessment.
  • Proficiency in both quantitative and qualitative analysis.
  • Extensive experience in developing log frames and identifying appropriate performance indicators.
  • Strong communication and facilitation skills, and ability to build working relationships with colleagues and partners in a sensitive environment.
  • Ability to train and build the capacity of others.

• Organizational Skills:

  • Excellent organizational skills.
  • Strong writing and data analysis skills.
  • Ability to conduct regular field visits and interact with various stakeholders.

• Computer Skills:

  • Proficient in Microsoft Office Suite.

Academic Qualifications:

• Master’s Degree in Public Health, Social Science, Statistics, Development, or any related field.

Experience & Knowledge:

• 3 to 5 years of relevant work experience.
• Experience in planning, performance management, monitoring, and evaluation in large governmental or international organizations.
