الوصف الوظيفي:

المسؤوليات والمهام الرئيسية:

1. الجانب الفني للدور:

   • التنسيق مع مشرف/ة الصحة والفرق الطبية في المراكز الصحية المتنقلة والمراكز المدعومة.
   • العمل مع فريق Medair في المنطقة المحددة لضمان تنفيذ ومتابعة خطط العمل بما يتماشى مع التزامات Medair تجاه المانحين والمجتمع.
   • العمل تحت إشراف مدير المشروع الطبي لتنفيذ برنامج تحسين الرعاية الصحية في المراكز الصحية الأولية المدعومة.
   • الإشراف على الاستشارات الطبية في المراكز المدعومة، من خلال الإشراف على الاستشارات، مراجعة الملفات، والمقابلات بعد الاستشارة.
   • التأكد من أن المرافق والفرق المعنية تلتزم بمعايير الجودة العالية باستخدام أدوات التدقيق الطبي ومؤشرات الأداء.
   • الإشراف على دقة الملفات الطبية.
   • دعم تطوير وإدارة تقرير معلومات صحية بجودة عالية.
   • إجراء زيارات دورية للمراكز المدعومة والفرق المتنقلة.
   • العمل على ضمان توافر الإمدادات الطبية وغير الطبية وتنسيق عمليات توريد الأدوية في المراكز الصحية.
   • جمع ومراجعة أوراق الحضور للأطباء وحسابات دفع الرواتب الشهرية لموظفي المراكز الصحية.

2. إدارة الموظفين:

   • الإشراف على الفرق الطبية الميدانية والمتطوعين.
   • التأكد من وجود جدول عمل فعال ومنظم للأطباء في المراكز بالتنسيق مع مشرف/ة الصحة ومديري المراكز الصحية.
   • تقديم التوجيه والملاحظات المستمرة للأطباء في المراكز الصحية وفقًا لتخصصاتهم.
   • تقييم احتياجات التدريب للمتطوعين وموظفي المراكز والتأكد من إجراء التدريب المناسب.

3. إدارة الجودة:

   • العمل مع مدير المشروع الطبي وفريق العمل لتطوير استراتيجية صحية فعالة.
   • التنسيق مع مشرف/ة الصحة لضمان تنفيذ الأنشطة الصحية المعينة وتحقيق الأهداف المحددة.
   • تحديد العمليات لتحسين الأداء وتنفيذ التحسينات اللازمة.
   • ضمان الامتثال لمتطلبات العمليات الداخلية والخارجية.

4. التواصل والتنسيق:

   • تسهيل التواصل الفعال داخل المنظمة.
   • المشاركة في اجتماعات التنسيق المتعلقة بالمشروع والتدريبات الداخلية، وتقديم التقارير إلى مدير المشروع الصحي بشأن القضايا ذات الصلة.
   • تمثيل Medair في اجتماعات القطاع الصحي مع الجهات الحكومية المحلية والمنظمات غير الحكومية الدولية والمحلية.
   • تنسيق الأنشطة بين فرق Medair لضمان تكامل الأنشطة الميدانية.

5. إدارة المخاطر:

   • تبادل المعرفة وأفضل الممارسات مع الزملاء لتعزيز ثقافة الوعي بالمخاطر والإدارة الفعالة.
   • تنفيذ الإجراءات اللازمة لإدارة المخاطر ومتابعة تهديدات جديدة محتملة.
   • المشاركة في تقييمات المخاطر المنتظمة ورفع الملاحظات إلى مدير المشروع الطبي.

6. التقارير والمقترحات:

   • التأكد من تقديم التقارير المكتوبة في الوقت المحدد وفقًا لمتطلبات Medair، المانحين، والأنظمة الأخرى.
   • تقديم تقارير دقيقة وتحديثات دورية إلى مدير المشروع الطبي وأنظمة التقارير الأخرى (مثل وزارة الصحة العامة، وزارة الشؤون الاجتماعية).
   • المساهمة في كتابة المقترحات وتقديم الملاحظات حسب الحاجة.

7. الأمن والسلامة والحماية من الفساد:

   • دعم تنفيذ جميع إجراءات الأمن والسلامة داخل Medair.
   • الإبلاغ عن أي انتهاكات محتملة لقواعد السلوك الخاصة بـ Medair في الوقت المناسب.
   • العمل على التعرف والإبلاغ عن أي حالات فساد أو تجاوزات، سواء كانت متعمدة أو غير متعمدة.
   • ضمان الوقاية النظامية من الاستغلال الجنسي والإيذاء والتحرش وكذلك الفساد من خلال الأنشطة الإدارية.

المؤهلات والمتطلبات:

• التعليم:

  • دكتوراه في الطب في طب الأسرة، الطب الباطني، طب الأطفال أو أي تخصص ذي صلة.

• الخبرة:

  • من 3 إلى 5 سنوات من الخبرة في المجال الطبي، ويفضل أن تكون الخبرة مع المنظمات الإنسانية.

• المهارات:

  • القدرة على الإشراف على الفرق الطبية وتقديم التوجيه المستمر.
  • مهارات قوية في التنظيم والتنسيق.
  • قدرة ممتازة على التواصل باللغة العربية والإنجليزية.
  • قدرة على العمل بشكل مستقل وفي بيئة متعددة الثقافات.

Job Description:

Major Duties and Responsibilities:

1. Technical Side of the Role:

   • Coordinate with Senior Health Officers (SHOs) and Health Officers (HOs) to supervise clinical staff at supported centers/mobile teams.
   • Work with the Medair team in the designated area to ensure that work plans reflect the commitments made to donors and the community.
   • Work under the supervision of the Medical Project Manager (MPM) to implement the LPSP at supported PHCs, focusing on the clinical component.
   • Supervise medical consultations in supported centers by overseeing consultations, reviewing files, and conducting exit interviews under the MPM’s guidance.
   • Ensure that facilities and teams meet high-quality standards using Performance-Based indicators and medical audit tools.
   • Supervise the accuracy of medical records.
   • Assist in the development and management of high-quality health information reports.
   • Conduct regular visits to supported centers and mobile teams.
   • Support the SHO and HO in ensuring the availability of medical and non-medical supplies and preventing medical stock-outs.
   • Collect and review doctors’ attendance sheets and staff records for monthly payment calculations.

2. Staff Management:

   • Line-manage, coach, and supervise all assigned staff and volunteers.
   • Ensure an efficient and effective work schedule for doctors in coordination with SHOs and PHCC directors.
   • Provide regular feedback to the Medical Project Manager on the performance of the doctors based on their specialties.
   • Evaluate staff under your jurisdiction.
   • Assess training needs of volunteers and field staff, ensuring appropriate training is conducted in coordination with the SHO.

3. Quality Management:

   • Work with the Medical Project Manager and team members to develop a health strategy in the field.
   • Coordinate with Senior Health Officers (SHO) to implement health activities and ensure goals and objectives are met.
   • Identify processes for improvement and implement necessary enhancements.
   • Ensure compliance with internal and external process requirements.

4. Communication and Coordination:

   • Facilitate effective communication within the organization.
   • Participate in coordination meetings and Medair internal trainings as required, providing feedback to the health manager/project manager.
   • Represent Medair in health sector meetings and with local government representatives, international, and local NGOs, as needed.
   • Liaise with health and logistics staff to ensure that items are procured, transported, stored, and accounted for correctly.

5. Risk Management:

   • Share knowledge and best practices with colleagues to promote a culture of risk awareness and proactive management.
   • Implement necessary procedures to manage and mitigate risks effectively.
   • Monitor for new potential threats and contribute to regular risk assessments.
   • Report risk observations to the MPM and participate in risk management training and workshops.

6. Reporting and Proposals:

   • Ensure accurate and timely written reporting according to Medair, donor, and other applicable timeframes and formats.
   • Submit reports to the Medical Project Manager and other reporting systems (e.g., MoPH, MoSA).
   • Contribute to proposal writing and design as requested by MPM.

7. Security, Safeguarding, and Anti-corruption:

   • Ensure adherence to Medair's security procedures.
   • Report any suspected breaches of Medair’s Code of Conduct.
   • Prevent and report instances of fraud, corruption, sexual exploitation, and abuse.

Qualifications and Requirements:

• Education:

  • M.D. in Family Medicine, Internal Medicine, Pediatrics, or other relevant specialties.

• Experience:

  • 3 to 5 years of experience in the medical field, preferably with humanitarian organizations.

• Skills:

  • Ability to manage medical teams and provide ongoing coaching.
  • Strong organizational and coordination skills.
  • Excellent communication skills in Arabic and English.
  • Ability to work independently and in a multicultural environment.
