### **Key Responsibilities:**

1. **Project Management & Strategic Leadership**
– **Manage Shelter Projects:** Lead the design, development, and implementation of shelter activities, ensuring objectives are met on time and within budget while complying with technical standards.
– **Strategic Input:** Contribute to the development of HAND’s shelter strategy aligned with national guidelines and donor requirements.
– **Coordination:** Collaborate with departments (WASH, Protection, Livelihoods) and local authorities for a coordinated shelter response.

2. **Field Operations & Technical Oversight**
– **Field Supervision:** Conduct site visits to monitor shelter interventions and provide technical guidance.
– **Technical Design:** Oversee the development of technical documents, ensuring compliance with national building regulations.
– **Quality Implementation:** Ensure activities address immediate and long-term shelter needs.

3. **Monitoring, Evaluation, Accountability, and Learning (MEAL)**
– **MEAL Implementation:** Develop a monitoring and evaluation framework to track project progress and impact.
– **Reporting:** Prepare accurate reports for internal management and donors.

4. **Budget and Procurement Management**
– **Budget Oversight:** Manage project budgets to ensure expenditures align with plans.
– **Procurement:** Collaborate with logistics teams for timely delivery of shelter materials.

5. **Coordination and Stakeholder Engagement**
– **Coordination:** Represent HAND in inter-agency working groups for shelter strategies.
– **Stakeholder Engagement:** Maintain strong relationships with beneficiaries and community leaders.

6. **Staff Management & Capacity Building**
– **Team Management:** Supervise and mentor the shelter project team.
– **Capacity Building:** Identify training needs and provide technical support to staff.

7. **Proposal Development**
– **Proposal Writing:** Support the development of proposals for new shelter projects.
– **Resource Mobilization:** Collaborate to secure funding for shelter activities.

### **Qualifications and Skills**

**Education:**
– A master’s degree in architecture, Civil Engineering, or a related field is required.

**Experience:**
– At least five years of experience in shelter programming in humanitarian settings.
– Proven experience with displaced populations in Lebanon or similar contexts.

**Technical Skills:**
– Expert knowledge of international shelter standards.
– Proficiency in AutoCAD and engineering software.
– Knowledge of Microsoft Office and data management.

**Soft Skills:**
– Strong leadership and organizational skills.
– Excellent problem-solving and communication skills.

**Languages:**
– Fluency in English and Arabic is required.

**Additional Requirements:**
– Willingness to travel frequently to field locations across Lebanon.

– **الإشراف الميداني:** إجراء زيارات للموقع لمراقبة التدخلات.
– **التصميم الفني:** الإشراف على تطوير الوثائق الفنية.

3. **الرصد والتقييم والمساءلة والتعلم (MEAL)**
– **تنفيذ MEAL:** تطوير إطار عمل لرصد وتقييم المشروع.
– **الإبلاغ:** إعداد تقارير دقيقة للجهات المعنية.

4. **إدارة الميزانية والمشتريات**
– **إدارة الميزانية:** إدارة ميزانيات المشاريع.
– **المشتريات:** التعاون مع فرق اللوجستيات لضمان تسليم المواد.

5. **التنسيق والمشاركة مع المعنيين**
– **التنسيق:** تمثيل HAND في مجموعات العمل المشتركة.
– **المشاركة مع المعنيين:** بناء علاقات قوية مع المستفيدين.

6. **إدارة الفريق وبناء القدرات**
– **إدارة الفريق:** الإشراف على فريق مشروع المأوى.
– **بناء القدرات:** تحديد احتياجات التدريب وتقديم الدعم الفني.

7. **تطوير الاقتراحات**
– **كتابة الاقتراحات:** دعم تطوير المقترحات لمشاريع جديدة.
