تفاصيل الوظيفة:

المؤسسة: مركز الرحمة الطبي – تابع لجمعية الشباب الإسلامية (Association des Jeunes Islamiques – ADJI) وهي منظمة لبنانية غير ربحية تأسست عام 1997، تقدّم خدمات تأهيلية وصحية شاملة لذوي الاحتياجات الخاصة والأطفال وكبار السن، وتدير مركز الرعاية الصحية الأولية في طرابلس المرخّص من وزارة الصحة اللبنانية.
المسمّى الوظيفي: مسؤولة مساءلة (Accountability Officer)
مكان العمل: طرابلس – شمال لبنان

المؤهلات المطلوبة:

  • شهادة بكالوريوس في العلوم الاجتماعية، التنمية، الصحة العامة، أو أي مجال ذي صلة (الماجستير ميزة إضافية).

  • خبرة عملية بين سنتين و3 سنوات في مجالات المساءلة، المتابعة والتقييم (MEAL)، أو إشراك المجتمعات المحلية، ويفضّل في المشاريع الصحية أو الإنسانية.

  • معرفة جيدة بمبادئ المساءلة تجاه المتأثرين (AAP)، معايير الحماية من الاستغلال والاعتداء الجنسي (PSEA)، وإجراءات الحماية.

  • إجادة اللغة العربية والإنجليزية بطلاقة (الفرنسية ميزة إضافية).

  • مهارات قوية في إعداد التقارير، إدارة البيانات، والتواصل الفعّال مع المجتمعات.

  • القدرة على التعامل بحساسية ومهنية مع الفئات الأكثر ضعفاً.

  • خبرة سابقة في العمل ضمن مراكز الرعاية الصحية الأولية (PHCC) وأنظمة Phenics.

المهام والمسؤوليات:

  • إنشاء وإدارة آليات استقبال الشكاوى والملاحظات من المستفيدين.

  • متابعة الشكاوى والتأكد من معالجتها ضمن المعايير الزمنية ومعايير AAP.

  • إجراء استشارات دورية مع المجتمع وتنفيذ استبيانات رضا المستفيدين.

  • دعم جلسات التوعية لضمان معرفة المجتمعات بحقوقهم والخدمات المتاحة.

  • إعداد تقارير منتظمة حول مؤشرات المساءلة ورفعها للإدارة والجهات المانحة.

  • ضمان توافق جميع الممارسات مع معايير PSEA وأطر الحماية.

Lebanon Jobs 2025: Rahma Medical Center Hiring Accountability Officer in Tripoli – 11-Month Full-Time Contract

Job Overview:

Organization: Rahma Primary Health Care Center (PHCC), managed by the Association des Jeunes Islamiques (ADJI), a Lebanese NGO established in 1997. ADJI provides rehabilitation and healthcare services for persons with disabilities, children with disabilities, and the elderly, and operates a licensed PHCC under the Ministry of Public Health (MoPH).
Position: Accountability Officer
Location: Tripoli, North Lebanon
Deadline to Apply: Sunday, August 24, 2025
Contract Type: Full-time – 11 months
Salary: Less than $800 USD/month

Qualifications Required:

  • Bachelor’s degree in Social Sciences, Development, Public Health, or related fields (Master’s degree is a plus).

  • 2–3 years of professional experience in accountability, MEAL, or community engagement (preferably within health or humanitarian projects).

  • Strong knowledge of AAP standards, PSEA principles, and safeguarding practices.

  • Fluency in Arabic and English (French is an asset).

  • Proficiency in reporting, data management, and community communication.

  • Ability to work inclusively with vulnerable populations.

  • Previous experience with PHCC operations and Phenics system preferred.

Key Responsibilities:

  • Establish and manage beneficiary feedback and complaint mechanisms.

  • Ensure timely response and resolution of feedback in compliance with AAP standards.

  • Conduct regular community consultations and satisfaction surveys.

  • Support awareness sessions to inform communities about their rights and services.

  • Prepare accountability reports for management and donors.

  • Ensure compliance with PSEA and safeguarding standards.

  • Collaborate with program and M&E teams to strengthen community engagement.
