مرقص يكشف عن ضمانات أميركية في “الورقة الأميركية” ويؤكد ضرورة حصر السلاح بيد الدولة
في تصريح مهم أطلقه وزير الإعلام اللبناني، بول مرقص، الخميس، كشف عن أن الحكومة اللبنانية ستخضع “الورقة الأميركية” المتعلقة بتنفيذ حصرية السلاح لدرس دقيق قبل اتخاذ قرار بشأن اعتمادها رسميًا. وأكد مرقص أن الحكومة تحتفظ بحقها في إدخال تعديلات على محتوى الورقة بما يتماشى مع السيادة الوطنية والتوازنات الداخلية في لبنان.
وأشار مرقص إلى أن الورقة الأميركية تتضمن بندًا يُدين الخروقات الإسرائيلية في مجلس الأمن الدولي التابع للأمم المتحدة. ويُعتبر هذا البند جزءًا من الضمانات السياسية والدبلوماسية التي تأتي مع خطة تطبيق حصرية السلاح بيد الدولة اللبنانية. وأضاف مرقص أن مجلس الوزراء سيقوم بمناقشة الورقة بشكل مفصل، حيث سيقوم الجيش اللبناني بتقديم مقترحات لوجستية وتقنية لتمكينه من تنفيذ الخطة في حال اعتمادها، بما في ذلك الانتشار والجاهزية في المناطق الحدودية.
كما حذر مرقص من أن الاستقرار في لبنان سيبقى هشًا ما لم يتم حصر السلاح بيد الدولة، مؤكدًا أن التعدد في مصادر السلاح يعرقل تنفيذ اتفاق الطائف والقرار 1701، ويُضعف قدرة الدولة على فرض سلطتها الكاملة على أراضيها.
من جهته، شدد رئيس الجمهورية العماد جوزاف عون في حديثه لقناة “العربية” على أن الورقة الأميركية لن تُنفذ دون موافقة إقليمية تشمل دولًا مثل سوريا و”إسرائيل”، بالإضافة إلى ضمانات أميركية وفرنسية لضمان غطاء دبلوماسي للحل المقترح.
Minister Marwan Reveals U.S. Guarantees in the “American Paper” and Stresses the Need for Weapons Exclusivity
In a significant statement on Thursday, Lebanese Information Minister Paul Marwan announced that the Lebanese government would conduct a thorough review of the “American paper” related to the implementation of exclusive weapons control before making an official decision. Marwan emphasized that the Lebanese cabinet retains its right to make adjustments to the content of the paper to align with national sovereignty and internal balances.
Marwan pointed out that the paper includes a clause condemning any Israeli violations at the United Nations Security Council, viewing it as part of the political and diplomatic guarantees accompanying the plan to implement exclusive state control over weapons. He also stated that the cabinet will discuss the paper in detail, and the Lebanese Army may propose technical and logistical suggestions to help implement the plan, should it be adopted, including deployment and preparedness along the border areas.
Marwan warned that Lebanon's stability would remain fragile unless weapons are exclusively controlled by the state, arguing that the proliferation of weapons undermines the implementation of the Taif Agreement and UNSCR 1701 and weakens the state's ability to assert full control over its territory.
Additionally, President Michel Aoun reiterated in an interview with Al-Arabiya that the American paper would not be implemented without regional approval, including Syria and “Israel,” along with U.S. and French guarantees to provide diplomatic cover for the proposed solution.
