“قروض مدعومة للشباب اللبناني: دعم إماراتي جديد يعيد الأمل في ملف الإسكان”
وسط الأزمة السكنية الخانقة التي يعاني منها اللبنانيون، يطل بريق أمل جديد مع زيارة رئيس الجمهورية العماد جوزاف عون إلى دولة الإمارات العربية المتحدة، ولقائه مع صاحب السمو الشيخ محمد بن زايد آل نهيان، حيث أعيد ملف الإسكان اللبناني إلى الواجهة بقوة.
أكد المدير العام لمصرف الإسكان، أنطوان حبيب، في حديث خاص لـ”ليبانون ديبايت”، أن الزيارة شكلت محطة مهمة في مسار التعاون بين لبنان والإمارات، خاصةً في دعم ملف الإسكان عبر تقديم قروض سكنية مدعومة.
وأوضح حبيب أن سمو الشيخ محمد بن زايد أبدى تجاوباً إيجابياً خلال المحادثات الرسمية لدعم الشباب اللبناني من خلال قروض ميسّرة، تُموَّل من صناديق عربية وخارجية موثوقة، وتم ذلك عبر مصرف الإسكان.
وأشار إلى أن هذا التفاهم تمّ تجسيده عمليًا بزيارة وفد من “صندوق أبوظبي للتنمية” إلى بيروت، حيث عقد لقاءات رسمية في السراي الحكومي وقصر بعبدا، وشملت زيارة مصرف الإسكان، في مؤشر واضح على جدية التعاون.
وأكد حبيب أن هناك تواصلًا مستمرًا مع صندوق أبوظبي للتنمية لمتابعة إمكانية تقديم القروض المدعومة لمساعدة اللبنانيين على شراء أو ترميم منازلهم، مشيراً إلى أن المؤشرات الأولية إيجابية مع اتفاق على لقاءات إضافية لتبادل الوثائق الفنية والقانونية.
ونوّه بأن العلاقة بين مصرف الإسكان وصندوق أبوظبي للتنمية ليست جديدة، إذ سبق وأن قدم الصندوق قرضًا في 1993 لدعم ذوي الدخل المحدود والمتوسط، ما يعكس استمرارية التعاون المثمر.
كما أشار إلى وجود تواصل مماثل مع صندوق قطر للتنمية وعروض أخرى من البنك الدولي لدعم الشباب اللبناني، مع تأكيد أن أي اتفاق يحتاج إلى موافقة مجلس إدارة المصرف وكفالات سيادية تمر عبر الحكومة والبرلمان وفق القانون اللبناني.
واختتم حبيب بالإشادة بالتفاعل الإيجابي بين رئيس الجمهورية والشيخ محمد بن زايد، معتبرًا زيارة وفد صندوق أبوظبي للتنمية إلى مصرف الإسكان ترجمة مباشرة لهذا التفاهم، مع توجيه التحية للرئيس عون والشيخ محمد بن زايد على اهتمامهما بملف الإسكان في لبنان.
“New Hope for Lebanese Youth: UAE-Backed Subsidized Loans Revive Housing Support”
Amid Lebanon’s severe housing crisis, a new ray of hope emerges following President Michel Aoun’s visit to the United Arab Emirates and his meeting with His Highness Sheikh Mohamed bin Zayed Al Nahyan, bringing Lebanon’s housing file back into focus.
Antoine Habib, General Manager of the Housing Bank, told Lebanon Debate in an exclusive interview that the visit marked a significant milestone in cooperation between Lebanon and the UAE, particularly in supporting housing through subsidized loans.
Habib explained that Sheikh Mohamed bin Zayed showed positive responsiveness during official talks regarding housing support for Lebanese youth, through affordable loans funded by reputable Arab and external funds, facilitated via the Housing Bank.
This understanding was concretely reflected by a delegation from the Abu Dhabi Development Fund visiting Beirut, conducting official meetings at the Grand Serail and Baabda Palace, including a visit to the Housing Bank, signaling serious commitment to cooperation.
Habib confirmed ongoing communication with the Abu Dhabi Development Fund to explore subsidized loan options to assist Lebanese citizens in purchasing or renovating homes. Early indicators are promising, with additional meetings planned to exchange technical and legal documents.
He noted the longstanding relationship between the Housing Bank and the Abu Dhabi Development Fund, which previously provided a $27 million loan in 1993 to support low and middle-income groups, underscoring a fruitful continuity.
Habib also mentioned similar contacts with the Qatar Development Fund and offers from the World Bank to assist Lebanese youth, emphasizing that any agreements require board approval and sovereign guarantees processed through Lebanon’s government and parliament according to national law.
He concluded by praising the positive interaction between President Aoun and Sheikh Mohamed bin Zayed, considering the Abu Dhabi Development Fund delegation’s visit to the Housing Bank as a direct outcome of this understanding, extending his respect to both leaders for their dedication to Lebanon’s housing issues.
