أصدرت مؤسسة “كهرباء لبنان” اليوم الخميس بياناً مهماً بشأن الإجراءات المتبعة لتعديل اشتراكات الكهرباء في الأبنية التي تعرضت للتدمير بسبب العدوان الإسرائيلي الأخير على لبنان. وهذا العدوان، الذي بدأ في تشرين الأول من العام 2023 ولا يزال مستمراً في بعض المناطق اللبنانية، أدى إلى دمار جزئي وكامل للعديد من المباني والمنشآت السكنية، مما تسبب في معاناة كبيرة للمواطنين. في هذا السياق، أعلنت المؤسسة عن آلية استثنائية للتعامل مع هذه الحالات بما يضمن حماية حقوقها وحقوق المشتركين على حد سواء.
الإجراءات التي أعلنتها مؤسسة كهرباء لبنان:
في إطار القرار رقم 88-5/2025 الصادر عن مجلس إدارة مؤسسة كهرباء لبنان في 27 شباط 2024، قامت المؤسسة بتوضيح الإجراءات التي ستُتّبع للتعامل مع المباني المدمرة جزئياً أو كلياً نتيجة للعدوان. وفيما يلي تفاصيل الإجراءات المتخذة:
1. في حال تدمير البناء بالكامل:
أوضحت مؤسسة كهرباء لبنان أنه في حال تدمير البناء بالكامل، بناءً على المسح الميداني الذي تم تنفيذه من قبل المؤسسة وشركات مقدمي خدمات التوزيع، ستتوقف الفواتير عن المشتركين في الأبنية المتضررة كلياً من تاريخ العدوان وحتى إعادة الإعمار وعودة المشتركين إلى منازلهم. بعد إعادة البناء، ستقوم المؤسسة بإعادة تجهيز غرف العدادات في الأبنية الجديدة، مع إعادة الاشتراكات باسم المشتركين السابقين دون فرض أي رسوم إضافية عليهم. وتستأنف عملية إصدار الفواتير بعد ذلك وفق الإجراءات المعتمدة. أما في حال وجود أقسام إضافية لم تكن موجودة قبل العدوان، فسيتم استيفاء الرسوم المناسبة حسب الأنظمة المعتمدة.
2. في حال تدمير البناء جزئياً أو تضرره:
بالنسبة للمباني التي تعرضت لأضرار جزئية، تطبق مؤسسة كهرباء لبنان نفس الإجراءات فيما يتعلق بالأقسام غير الصالحة للسكن لأكثر من شهرين. أما بالنسبة للأقسام السليمة أو التي تحتاج إلى ترميم لأكثر من شهرين، فيتم الاستمرار في إصدار الفواتير بشكل طبيعي.
3. الطاقة المستهلكة قبل العدوان:
تقوم مؤسسة كهرباء لبنان بفوترة الاستهلاك الذي حدث قبل العدوان، ويتم تحصيلها من المشتركين عبر شركات مقدمي خدمات التوزيع، بناءً على آخر فاتورة صادرة قبل توقف الاشتراك في حال الهدم.

“Important Statement from Electricité du Liban Regarding Subscriptions for Destroyed Buildings Due to Israeli Aggression”
Today, Thursday, Electricité du Liban issued an important statement regarding the adjustments to electricity subscriptions for buildings that were destroyed due to the recent Israeli aggression on Lebanon. The aggression, which started in October 2023 and continues in some Lebanese regions, led to both partial and complete destruction of numerous buildings and residential units, causing significant hardship for the citizens. In this context, the institution announced an exceptional mechanism to address these cases while protecting both its rights and the rights of subscribers.
Measures Announced by Electricité du Liban:
In line with decision No. 88-5/2025 issued by the Board of Directors of Electricité du Liban on February 27, 2024, the institution clarified the procedures to be followed for buildings that were partially or completely destroyed due to the aggression. Below are the details of the measures taken:
1. In the case of complete destruction of the building:
Electricité du Liban clarified that in the case of complete destruction of a building, based on the field survey conducted by the institution and distribution service providers, bills will be suspended for subscribers in fully destroyed buildings from the date of the aggression until reconstruction and the return of subscribers to their homes. After reconstruction, the institution will re-install the meters in the new buildings, with subscriptions restored in the names of the previous subscribers without any additional charges. Billing will then resume according to the usual procedures. In cases where new sections are added to the building that were not present before the aggression, full charges will apply to these sections based on the subscription capacity and current applicable regulations.
2. In the case of partial destruction or damage to the building:
For buildings that suffered partial damage, Electricité du Liban will apply the same measures concerning sections that are uninhabitable for more than two months. For functional or partially damaged sections that require repairs for over two months, billing will continue as usual.
3. Energy consumption before the aggression:
Electricité du Liban will bill for all consumption that occurred before the aggression and will collect it from subscribers through the distribution service providers, based on the last bill issued before the subscription suspension due to destruction.
