“بيان توضيحي من وزارة الأشغال اللبنانية حول إدراج شركتين ضمن قائمة العقوبات الأميركية”
أصدر المكتب الإعلامي في وزارة الأشغال العامة والنقل في لبنان بيانًا توضيحيًا حول قرار وزارة الخزانة الأميركية – مكتب مراقبة الأصول الأجنبية (OFAC)، الذي تم الإعلان عنه بتاريخ 28 نيسان 2025. القرار قضى بإدراج شركتي “GREAT SUCCESS SHIPPING CO” و”ZAAS SHIPPING & TRADING CO” على قائمة العقوبات الأميركية (SDN List)، بناءً على مزاعم ارتباطهما بجماعة “أنصار الله” (الحوثيين) في اليمن.
تفاصيل القرار والتوضيح اللبناني:
أوضح البيان أن الدولة اللبنانية لا تربطها أي علاقة مباشرة أو غير مباشرة بالشركتين، مشيرًا إلى أن الشركتين لا تحملان الجنسية اللبنانية ولا تمثلان كيانًا قانونيًا على الأراضي اللبنانية. كما أكدت الوزارة أنه لا يوجد تسجيل تجاري لهذه الشركات في السجلات التجارية أو في وزارة المالية اللبنانية، ولا تملك هذه الشركات مكاتب تشغيلية في لبنان.

البيان أكد أن الشركتين المذكورتين كانتا تستخدمان خدمات إدارة تقنية لشركتي سفن عبر شركة لبنانية خاصة. هذه الخدمات كانت تتم ضمن الإطار الذي تتيحه الاتفاقيات البحرية الدولية دون أي تدخل من الشركة اللبنانية في طبيعة الشحنات أو وجهاتها.

الإجراء اللبناني الفوري:
أشارت الوزارة إلى أن الشركة اللبنانية قد أوقفت فورًا أي تعامل مع الشركتين فور صدور العقوبات، وأبلغت الجهات الدولية المختصة بهذا الإجراء. كما طالبت بحذف أي إشارة إلى عنوانها من قواعد البيانات والنشرات البحرية ذات الصلة.
التزام لبنان بالقوانين الدولية:
ختم البيان بالتأكيد على أن الدولة اللبنانية ملتزمة بشكل كامل بالقوانين والاتفاقيات الدولية، وتدين استخدام أراضيها أو مؤسساتها كغطاء لأي نشاط غير قانوني. كما أكدت استعدادها التام للتعاون مع الجهات الدولية المختصة لتوضيح الحقائق وتفادي إدراج أي مؤسسة لبنانية على لوائح العقوبات لأسباب إدارية أو تقنية غير مقصودة.

The Media Office of the Lebanese Ministry of Public Works and Transport issued a clarification regarding the decision by the U.S. Department of the Treasury – Office of Foreign Assets Control (OFAC), which was announced on April 28, 2025. The statement emphasized that the Lebanese state has no direct or indirect connection to the two companies. It was pointed out that the companies are not Lebanese-owned, and do not have any legal registration in Lebanon's commercial registry or Ministry of Finance. The statement clarified that the two companies had been using technical management services for their vessels via a Lebanese private company. These services were provided within the framework of international maritime agreements and without any involvement from the Lebanese company in shipment nature or destinations.
