About Plan International
Plan International is a global development and humanitarian organization dedicated to promoting children's rights and equality for girls. We are committed to advancing children's rights and equality for girls worldwide by tackling issues such as poverty, gender inequality, and injustice. We are currently seeking a Humanitarian and Emergency Program Manager to lead our emergency response initiatives in Lebanon.

Job Overview
The Humanitarian and Emergency Program Manager will oversee the design, implementation, and management of emergency programs within Lebanon. The role requires strategic leadership, effective collaboration with partners, and strong coordination with donors and government authorities. The manager will ensure that programs align with international humanitarian standards, particularly regarding child protection and gender equity.

Key Responsibilities

• Program Leadership: Design and implement emergency programs that address the needs of vulnerable populations, with a focus on children and gender equality.
• Strategic Planning: Develop and execute strategies to ensure effective humanitarian responses in collaboration with internal and external stakeholders.
• Team Management: Lead and manage a multidisciplinary team, providing guidance, coaching, and development opportunities.
• Coordination and Partnerships: Build relationships with local and international NGOs, government agencies, and other key actors in the humanitarian space.
• Monitoring and Evaluation: Ensure that all programs have robust monitoring, evaluation, and reporting mechanisms in place to track progress and impact.
• Donor Relations and Reporting: Maintain close coordination with donors, preparing and submitting timely and accurate reports.
• Compliance and Standards: Ensure adherence to international humanitarian standards and Plan International’s policies and procedures.
• Emergency Preparedness: Develop contingency plans and emergency preparedness measures for rapid and efficient response during crises.

Qualifications

• Education: A Bachelor’s or Master’s degree in Humanitarian Assistance, International Development, or a related field.
• Experience: At least 5-7 years of experience managing humanitarian and emergency programs, preferably in the Middle East.
• Skills: Strong project management, leadership, and negotiation skills. Ability to work in high-pressure environments.
• Language: Fluency in English and Arabic, both written and spoken.

تسعى منظمة بلان إنترناشيونال لتعيين مدير برنامج الطوارئ الإنسانية لإدارة وتنسيق البرامج الطارئة في لبنان. يتطلب الدور قيادة استراتيجية، وإدارة فرق متعددة التخصصات، والتنسيق مع الشركاء المحليين والدوليين. كما يجب ضمان توافق البرامج مع المعايير الإنسانية الدولية، وخاصة المتعلقة بحماية الطفل والمساواة بين الجنسين.

المسؤوليات الرئيسية

• قيادة البرنامج: تصميم وتنفيذ برامج طوارئ تستهدف الفئات الأكثر ضعفًا مع التركيز على الأطفال والمساواة بين الجنسين.
• التخطيط الاستراتيجي: تطوير استراتيجيات لضمان استجابة إنسانية فعّالة بالتعاون مع الأطراف المعنية الداخلية والخارجية.
• إدارة الفريق: قيادة فريق متعدد التخصصات وتوفير التوجيه والدعم وتطوير المهارات.
• التنسيق والشراكات: بناء علاقات مع المنظمات غير الحكومية المحلية والدولية والوكالات الحكومية لتعزيز التعاون.
• المتابعة والتقييم: ضمان وجود آليات متابعة وتقييم قوية لقياس التقدم والأثر.
• علاقات المانحين والتقارير: التواصل مع المانحين وتقديم التقارير المطلوبة بدقة وفي الوقت المناسب.
• الالتزام بالمعايير: ضمان الامتثال للمعايير الإنسانية الدولية وسياسات بلان إنترناشيونال.
• التأهب للطوارئ: تطوير خطط الطوارئ وضمان الاستعداد للتعامل مع الأزمات بشكل سريع وفعّال.

المؤهلات

• التعليم: درجة البكالوريوس أو الماجستير في المساعدات الإنسانية أو التنمية الدولية أو مجال ذي صلة.
• الخبرة: خبرة لا تقل عن 5-7 سنوات في إدارة برامج الطوارئ الإنسانية، ويفضل في منطقة الشرق الأوسط.
• المهارات: مهارات قوية في إدارة المشاريع والقيادة والتفاوض. القدرة على العمل تحت ضغوط عالية.
• اللغة: إجادة اللغتين العربية والإنجليزية قراءة وكتابة.
