JOB SUMMARY: The Assistant MEAL Health Information System (HIS) will support the implementation of HIS, ensuring that data from supported health facilities and community outreach programs are being collected, entered and processed in accordance with IMC and national surveillance SOPs and in a timely fashion, and will support the HIS focal points for all field concerns related to the HIS system with IMC-supported health facilities. In addition, he/she will support the Officer, HIS in carrying out training or workshops where necessary. S/he will be in regular contact with IMC field staff to ensure that required and standardized data collection formats are in place and reported in a timely manner.

To perform this job successfully, an individual must be able to perform each essential function with or without reasonable accommodation:

MAIN TASKS AND RESPONSIBILITIES

IMC’s policies, guidelines, and procedures
•    Actively promote Prevention of Sexual Exploitation and Abuse (PSEA) standards within IMC and amongst its beneficiaries.
•    Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the Code of Conduct, ethics, values, and standpoint with regards to internal and external actors.

MEAL System 
•    Conduct regular visits to health facilities and community outreach sites to provide support and troubleshoot any issues and follow up on recommendations from the Officer, HIS during supportive supervision visits. 
•    Help implement feedback mechanisms of data results and share with other members of the health team.
•    Enter data into indicator tracking sheets as required.
•    Systematically review datasets for discrepancies or errors based on data quality SOPs and on correcting any incompatibilities where possible.
•    Ensure tools and systems are in place for learning and decision making on the needs of vulnerable groups, including fields for disaggregation of all data by sex, age, disability status, and others as applicable. 
•    Communicate changes and updates to stakeholders regularly during field work and provide regular updates to Officer, HIS and the MEAL Department on any challenges or barriers for HIS uptake and utilization in field locations. 

HIS technical oversight
•    Provide field-level support for the system, by ensuring optimal performance of HIS, including assistance in planning, developing and implementing system updates, and testing the updates of the PHC department systems as required by the MEAL department. 
•    Support the preparation of SOPs for HIS for different types of users, and functionalities.
•    Supporting the Officer, HIS on conducting quality audits of the data on the system against register books etc. at the field level.

Capacity building 
•    Support on training/workshops and regular refresher trainings for program staff on the use of the HIS and tools, where necessary. 
•    Coordinating with and training data entry staff on use of the system
•    Deliver training and support field enumerators and partners on data capture, analysis and use.

Presenting information
•    Assist as required in the preparation of epidemiological reports, situation reports, and analyses of project performance as required.
•    Support the provision of epidemiological reports to health facilities for decision-making and trend analysis as requested by the Officer, HIS.  
•    Provide support during workshops with key stakeholders, where necessary, to ensure challenges and actions plans from field sites are reviewed and agreed upon.

JOB REQUIREMENTS *

MINIMUM QUALIFICATIONS
•    Typically, a diploma in information management, computer science, data science, public health or a related field, with experience or background in data management system. Equivalent combination of relevant education and experience may be substituted as appropriate.
•    Typically, 1+ years of applied experience with a humanitarian organization in Information Technology in health sector.
•    Should be highly computer literate, with some experience with database management and development
•    Good knowledge in statistics, data analysis and relevant areas of data management.
•    Experience with or understanding the importance of handling and protecting confidential data including health information and establishing data security systems. 
•    Experience working with ministries or/and various non-governmental agencies is desirable
•    Proficiency in Microsoft Office applications, including Word, Excel, Outlook, and PowerPoint.
•    Personal and organizational skills, including time management and the ability to meet deadlines.
•    Excellent understanding of the local context and health system.
•    Ability to follow up with the different departments.
•    Strong training facilitator/presentation skills.
•    Strong communication and interpersonal skills
•    Familiarity with Health information systems, such as DHIS2
•    Medium-level English proficiency (Speaking – Reading – Writing.
•    High-level Mission’s LANGUAGE proficiency (Speaking – Reading – Writing).
