For every child, health

UNICEF has initiated efforts to enhance primary healthcare access by empowering Primary Health Care Centers (PHCCs) to reach vulnerable communities effectively, ensuring the delivery of quality preventive and promotive services for mothers and children. The recruitment entails a multifaceted role in supporting UNICEF projects, including coordination of administrative and operational tasks crucial for healthcare initiatives. Responsibilities involve liaising with the Ministry of Public Health for essential documentation related to OMT payments, meticulous data management for Telecel platform SMS delivery, and gathering insights from the call center supporting UNICEF's Aa Salameh project.

UNICEF is actively engaged in supporting Lebanon's Ministry of Public Health (MoPH) to fulfill its immunization objectives, with a emphasis on strengthening the Cold Chain and Logistics (CCL) system, Supply Chain system and enhancing the distribution process alongside routine immunization efforts. In the first quarter of 2021, a comprehensive Effective Vaccine Management Assessment (EVMA) was conducted by trained EVM country managers and assessors, following rigorous training sessions held in December 2020 and February 2021. This assessment identified both strengths and weaknesses within Lebanon's Immunization Supply Chain (iSC) system, culminating in an overall national EVM score of 63% for 2021, highlighting areas necessitating improvement in vaccine supply chain management practices. Looking forward to 2024, a new assessment is planned, with the hope that the weaknesses identified in 2021 will have been addressed, leading to an anticipated increase in the EVM assessment score.

• Review PHCC-wise incentives as per project design and prepare month-wise incentive distribution documents.

• Confirmation of successful document upload in the MIS system

• Verification of successful SMS delivery to intended recipients in collaboration with field coordinators.

• Submit an overall project performance report for the first three months of implementation.

Baseline Data compilation, review, and analysis for implementing the EVM assessment 2.0

• Detailed dataset of Health facilities providing immunization services, national, regional and Qadaa level vaccine stores created.

• Updated list of cold chain equipment at each facility prepared.

• List of focal points at each health facility for EVM assessment complied.

• Collaborate with MoPH to identify possible EVM assessors.

• Align the global EVM tool to Lebanon specific requirement.Complete all baseline data requirement as per EVM tool

Data analysis of AaSalameh Project for the half yearly implementation

• Review the PHCC-wise performance data shared by UNICEF for each month in six months.

• Review PHCC-wise incentives as per project design and prepare month-wise incentive distribution documents. 

• Confirmation of successful document upload in the MIS system

• Verification of successful SMS delivery to intended recipients in collaboration with field coordinators.

• Submit an overall project performance report for the last 6 months of implementation

To qualify as an advocate for every child you will have… 

  • Bachelor’s degree in health management/public health. 
  • 2 years of experience in public health sector.
  • Experience with health oriented I/NGOs is an asset, as is experience working in the UN or other international development organization.
  • Excellent communication skills, Proficiency in using Microsoft tools, capacity to work autonomously.
  • Accuracy and professionalism in document production and editing.
  • Ability to work inclusively and collaboratively with a range of partners.
  • Ability to work and adapt professionally and effectively in a challenging environment.
  • Ability to work effectively in a multicultural team of international and national personnel.
  • Self-motivated, ability to work with minimum supervision. Ability to work with tight deadlines.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
