Job Summary:

The HR Manager oversees the development and implementation of human resources policies and strategies in alignment with labour laws and organizational objectives. They manage recruitment, payroll, employee relations, and performance appraisal systems, ensuring alignment with the organization's strategy.

Responsibilities:

  1. Develop, implement, and oversee comprehensive human resources policies, strategies, initiatives, and procedures in alignment with labour laws and regulations, while also aligning HAND's overall policies with the organization's strategy.
  2. Oversee recruitment processes, ensuring adherence to established human resources policies and proper documentation archiving with HR staff collaboration.
  3. Collaborate with project administration to assess staffing needs, ensuring adequate personnel support for project implementations.
  4. Set objectives for the HR team, monitoring performance and progress.
  5. Provide ongoing support and guidance to new employees, facilitating their acclimation to roles and integration into the organizational culture.
  6. Organize and maintain accurate and up-to-date employee records and archives.
  7. Work with other departments to effectively prepare and advertise job openings.
  8. Conduct periodic surveys and implement a feedback mechanism to gauge employee needs, job satisfaction, and performance.
  9. Develop a comprehensive training plan to enhance employee skills, based on performance evaluations and organizational needs.
  10. Foster a positive work environment and boost employee engagement with recognition programs, team-building activities, and effective communication strategies.
  11. Promptly address and follow up on employee inquiries and complaints.
  12. Establish investigation committees for employee disputes, preparing detailed reports on findings.
  13. Manage matters related to employee vacations, warnings, and absences.
  14. Oversee the process of renewing and terminating employee contracts, ensuring compliance with clearance procedures and salary reviews.
  15. Maintain precise employee records, including contracts, performance evaluations, and leave documentation.
  16. Ensure appropriate archiving of all applicant and employee CVs in the database by designated data entry personnel, following organizational requirements.
  17. Manage staff registration with the National Social Security Fund (NSSF) and ensure adherence to relevant labour law regulations.
  18. Administer the monthly staff payroll, completing NSSF paperwork in compliance with regulatory requirements.
  19. Coordinate budgeting activities and maintain personnel records for external projects.
  20. Implement a performance appraisal system to effectively evaluate employee performance.
  21. Monitor and update the ERP system as needed.

Qualifications and Experience:

  • Bachelor’s degree in human resources, Business Administration, or a related field, and master’s degree in human resources is a plus.
  • A minimum of seven years experience in the field of Human Resources.
  • Knowledge of Lebanese labour laws and regulations
  • Experience in HR operations, recruitment, and employee relations
  • Strong communication and interpersonal skills
  • Ability to handle confidential information with discretion.
  • Experience in implementing HR policies and procedures.
  • Excellent problem-solving and decision-making skills
  • Ability to work well under pressure.
  • Proficiency in HR software and MS Office
  • Fluency in English and Arabic
