Tasks and Responsibilities

Project Management

  • Translate “Health Information Management System” MSS programs objectives into operational objectives, policies, and procedures.
  • Analyze proposals with the ICT Section and IM Director to assess project feasibility and requirements.
  • Identify, evaluate, and select providers and consultants to meet project’s objectives and requirements in coordination with ICT Section.
  • Prepare and manage annual budgets for HIS projects in coordination with ICT section and MSS Administrator.
  • Manage and oversee project implementation and ensure adherence to scope, schedule, and terms.
  • Oversee and coordinate implementation and pilot phase including testing software, assessing users’ current and future needs, initiating, reviewing, and proposing software improvements.
  • Monitor and track project milestones and deliverables by ensuring adherence to quality standards (e.g., usage rate and quality).
  • Conduct field visits to ensure proper implementation, training, auditing, and take relevant preventive and corrective measures.
  • Participate in risk assessments in collaboration with the ICT Section to develop response strategies.
  • Monitor the performance of team members (when applicable), providing and documenting performance feedback.
  • Identify need for initial or supplemental project resources.
  • Prepare project status reports by collecting, analyzing and summarizing information and trends.
  • Prepare and review operational reports in collaboration with IM Director
  • Identify with the ICT section remote and onsite interventions in coordination with service providers.
  • Assign duties and responsibilities and provide coaching and guidance to team members when applicable

Software and database

  • Meet regularly with coordinators/managers and providers, to solicit feedback, foster collaboration and resolve problems.
  • Oversee daily operations by analyzing workflow, identifying priorities, developing standards, and setting deadlines.
  • Test programs, receive and log error notifications, and direct service providers to make necessary adjustments in coordination with the ICT section.
  • Propose, schedule, plan, ensure follow-up and supervise installation and testing.
  • Define users and user access levels for each segment of software roles.
  • Support the coordinators/managers in the maintaining normal access to software and operations during leaves and absences.
  • Contribute to discussions on software improvements in MSS.

Hardware, Networking and Security

  • Monitor and take feedback on the performance of computer systems and networks in coordination with the ICT Section to propose needed adjustments and changes.

Staffing, User support, training, and development

  • Train and supervise HIS staff, and participate in staffing decisions.
  • Design and conduct orientation programs for new employees and users.
  • Develop training materials and procedures, and train users in the proper use of software.
  • Answer user inquiries regarding computer software operations to resolve problems.
  • Consult with staff, users, and management to establish requirements for new systems or modifications.
  • Develop guidelines and tip sheets for MSS software based on providers’ manual and guidelines.

Quality Management and Accreditation

  • Contribute to the design and implementation of HIS processes and procedures in line with best practices and MoPH accreditation standards in coordination with relevant staff and ICT Section.

Function Specific Experience

  • Experience in medical field activities
  • Experience in quality management and accreditation
  • Experience in data management and reporting

Industry Related Experience

  • Experience in medium to large hospitals.
  • Experience in similar volunteer-based organizations or humanitarian organizations
