ABOUT THE MISSION

Lebanon hosts about 1.5 million Syrian refugees, mainly in its northern governorate (Akkar and Tripoli) and in the Bekaa Valley. SOLIDARITES INTERNATIONAL (SI) has launched its operations in Lebanon in March 2013 in order to address the immediate needs of Syrian refugees affected by the crisis. SI in Lebanon has two operational bases (Tripoli and Zahle) and a coordination office in Beirut. The team represents around 100 staff members.

SI is working in the following sectors – at both household and community level, in an area-based approach – considering the needs along the time continuum between Emergency and Development:

  •  WASH and Rehabilitation
  •  Public Infrastructure
  •  Shelter
  •  Disaster Risk Management
  •  Food security and Livelihoods including Agriculture

For 2024, SI Lebanon annual portfolio is an estimated 8M USD from Unicef, AFD/Danida, EU, OCHA, CDCS.

 

DESCRIPTION OF THE POSITION

General objective:

The WASH and Rehabilitation coordinator, as technical advisor of the mission, contributes to the development of Solidarités International strategy by proposing a sector-based strategy in the field of WASH, Rehabilitation and Infrastructure. He/she specifically guarantees the quality and suitability of proposed technical approaches and ensures the appropriateness of WASH, Rehabilitation and Infrastructure activities and general SI objectives to the needs of the local populations.

He/she coordinates the project cycle and more particularly the operational monitoring of WASH and Infrastructure programs implemented in the intervention country. He/she contributes to the process of capitalization and the improvement of Solidarités International methods and techniques in the field of WASH, Rehabilitation and Infrastructure.

 

The main challenges:

In a country with a complex crisis and recurring emergencies, it will be crucial for the position holder to understand and keep with the speed with varying situation and work closely with the program and support teams to adapt the WASH and Rehabilitation programing to the emergent situations, keeping in mind that some working initiatives may have administrative, legislative and socio-economic barriers. Positioning SI as a main WASH and Rehabilitation Actor in the countnry, despite the funding stream decrease remains a main challenge, and would require innovative solutions and out-of-the box thinking.

 

Priorities for the 2/3 first months:

  • Getting familiarized with the different running projects and mapping out the relevant stakeholders engaged in each.
  • Following-up on the fast-tracked construction projects while maintaining an eye on the quality of implementation, reach to affected population and end-results.
  • Working on the restructuring and joining up the WASH and Infrastructure Departments and exploring potential for relevant integrated programs (Shelter / Food Security / Livelihoods / Health & Protection)

 

Responsibilities and main activities:

Strategic orientation

  • Propose and develop a sector-based strategy in accordance with SI’s policies and priorities for the intervention country.
  • Propose and organize diagnostic missions in the field of WASH, Rehabilitation and Infrastructure
  • Support the Head of Programme in the monitoring and analysis of the WASH and Infrastructure sectors and the analysis of donors’ strategies for related activities
  • Be the driving force for putting new WASH and Infrastructure activities into place.
  • Participate actively in programming work
  • Participate actively in the week for technical coordinators

 

Relevance and quality of projects

  • Confirm the relevance of any assessments carried out
  • Propose and organize evaluation missions
  • Support the program supervisor/s in setting up a technical approach and assessing the financial, human, and logistical elements of programs to be implemented.
  • Approve the technical approaches and aspects of projects for WASH, Rehabilitation and Infrastructure activities
  • Ensure that all WASH and infrastructure programs are implemented respecting Solidarités International annual operational strategy, technical requirements, and the criteria stipulated by financial backers.
  • Ensure the relevance and consistency of WASH and infrastructure programs vis-à-vis the needs of the local populations.
  • Ensure that the programs under his/her supervision achieve the required results
  • Ensure that work meets sustainability requirements and that established norms and standards are respected
  • Develop the WASH, Rehabilitation and Infrastructure team capacities with techniques and new methodologies

 

Coordination, technical support and operational monitoring

  • Ensure that resources from the Tool Box are used correctly in the management of the WASH, Rehabilitation and Infrastructure project cycle.
  • Ensure that the planning and monitoring timetable is consolidated / validated
  • Approve the quality criteria and performance indicators of WASH and infrastructure programs proposed by the program managers.
  • Ensure that monitoring indicators are in place and relevant
  • With the coordination team, take part in the monthly review of programs (budgetary, operational, logistical…)
  • Provide support and advice to the logistical service for the purchase of specific materials for WASHRehabilitation and Infrastructure activities
  • Provide a technical and methodological support to program managers for the planning and implementation of WASH, Rehabilitation and Infrastructure activities
  • Supervise and support the WASH and Infrastructure program managers, monitor and evaluate activities implemented
  • Anticipate difficulties relating to how activities are carried out and facilitate the resolution of problems linked to WASH, Rehabilitation and Infrastructure programs
  • Propose the reorientation of activities according to changing context and indicators

 

Capitalization

  • Ensure that Solidarités International’s capitalization tools are correctly used and disseminated throughout HQ (technical unit and desks)
  • Participate in the centralization and dissemination of procedures, guides and tools linked to WASHRehabilitation and Infrastructure activities
  • Propose improvements to existing tools
  • Form a network of WASH, Rehabilitation and Infrastructure experts, develop technical partnerships with others actors in this sector of the intervention zone and regularly keep the technical unit informed of this
  • In coordination with the technical unit, capitalize on the intervention methods and techniques, and on the experiences acquired by Solidarités International and others actors in this activity field
  • Ensure that handover reports are written by all program managers before the end of their contract and that these are sent to headquarters

 

Personnel management              

  • In conjunction with HQ HR, define the prerequisites for the department position openings and adapt existing criteria if necessary.
  • Welcome and brief expatriates working on WASH and Infrastructure programs
  • Identify training requirements within the WASH and Infrastructure team and the resources available in the work area
  • Implement technical training in line with operational needs identified by training requirements \
  • Lead workshops, coordination meetings and/or technical exchange programs
  • Evaluate and assess the performance of collaborators under his/her direct supervision
  • Actively participate in the organization of regional technical weeks and compiling reports of these work sessions
  • Supervise adherence to security regulations by personnel under his/her supervision

 

Reporting / communication / representation

  • Support the Head of Programme with fundraising and the negotiation and examination of project proposals relating to his/her activity
  • Convey information to the relevant authorities on security matters or any event having a possible consequence on Solidarités International activities and the security of the teams.
  • Consolidate WASH, Rehabilitation and Infrastructure activity reports and supervise the preparation annexes linked to these activities for reports and/or financial donors
  • Ensure that all reports are delivered on time and in the correct format
  • Validate technical expertise reports
  • In conjunction with the Head of Programme, establish and maintain a communication network and good relations with local/government authorities, financial donor representatives, UN agencies and other international agencies
  • Ensure that SI is represented at all meetings or forums concerning WASH, Rehabilitation and Infrastructure activities
  • Represent the organization when asked and/or delegated to do so
  • Reply to headquarter requests regarding specific needs

 

Reporting/Communication

Line manager: Deputy Country Director – Head of Programme

Line Report(s):  Deputy WASH and Infrastructure Coordinator, if any

Functional Manager:  WASH and Infrastructure Project Managers

 

PROFILE NEEDED

Studies :  Advanced university degree (minimum BA) in WASH, Environment, Civil Engineering or development & humanitarian studies, environmental sciences, or equivalent with significant experience in WASH projects/activities)

Experience :

  • At least 3 to 5 years’ experience in the WASH Sector within humanitarian/emergency contexts with a minimum of 1 year within a WASH Coordinator/Advisor role
  • Previous experiences at management, project management and sectorial/programs coordination
  • Strong knowledge and experience in project cycle management
  • High representation skills and experience required (donors and sector levels)
  • Sufficient administrative/financial knowledge to understand/review financial reports/budgets.
  • Knowledge of the Lebanese context and experience with SI are a plus.

 

Language :  Excellent writing skills (in Arabic and English), analytical and synthesis skills.

IT :  Good commands of Microsoft office

 

Qualification :

  • Ability to independently organize work and prioritize tasks
  • Strong diplomacy skills, patience and clear communication skills
  • Ability to coordinate many departments / teams and provide guidance and leadership
  • Demonstrate an understanding of the international humanitarian response and coordination mechanisms, and humanitarian reform
  • Team spirit, ability to federate and coordinate team members
  • Commitment to the fundamental principles of SI’s charter and ethics.
