Job Purpose

Mercy-USA is looking for a full-time Security Officer to support Mercy-USA in the management of day-to-day security operations in order to facilitate the effective delivery of different programs while maintaining the security and safety of Mercy-USA’s personnel, the beneficiaries, activities and facilities as a priority.

Responsibilities

  • Conduct regular security assessments of threats and associated risks in the areas of programs delivery, to recommend and implement the required security mitigating measures with main focus on cash based transfer CBT program including Distribution and ATM monitoring.
  • Develop the Safety and Security evacuation plans for the distribution sites and the Mercy USA’s premises, and conduct training for the staff and security guards on the prepared evacuation plans.
  • Facilitate the rollout of security SOPs for the Staff and private security guards at distribution sites and ATMs.
  • Collect information about local security developments and provide regular updates on the situation that could affect the activities and delivery of programs and share the information with relevant partners.
  • Identify and raise any potential impact upon Mercy-USA’s operations.
  • During the distributions, conduct close monitoring by visiting the distribution sites before, during and after the distribution and ATMs to intervene immediately for solving any security issues.
  • Provide security orientation briefings to newly arrived staff to ensure staff are well-informed of local security conditions and procedures.
  • Immediately report all breaches of safety and security procedures and all threats to Mercy-USA’s management.
  • Liaise and coordinate with local administration, security and law enforcement authorities, communities, UN/NGO security staff and other actors, to facilitate access for safe program delivery and to mitigate potential risks against staff, beneficiaries, and other resources.
  • Liaise with the donor's security unit for the implementation security mitigating measures at the distribution sites and ATMs, and for any security incidents on sites / ATMs with the actions taken and measures taken to prevent reoccurring similar incidents.
  • Ensure that vehicle and staff movements are monitored according to procedures.
  • Responsible for creating facilities/sites access control measures and procedures.
  • Responsible for management of security equipment.
  • Prepare comprehensive, accurate and timely security-related reports including recommendations to support informed decision-making.
  • Manage external security staff on distribution sites and ATMs and provide coaching and guidance as the prepared SOPs.

Minimum Hiring Requirements:

  • Bachelor’s degree or higher in Security Management, International Relations or Law Enforcement or another relevant field.
  • At least 3 years of professional experience (after completion of university degree) in security management.
  • INGO/NGO experience is an added value.
  • Fluency in both oral and written communication in Arabic and English.
  • Proficiency in Microsoft Office applications, including Word, Excel, Outlook, and PowerPoint.
  • Knowledge/familiarity with the area of operations.
  • High level of communication, presentation and networking skills.

Mercy-USA is committed to child safeguarding and PSEA at all operational levels to protect its staff, volunteers and beneficiaries from the harm that arises out of sexual exploitation and abuse.  Mercy-USA conducts background checks on all new hires including requesting police reports. When individuals are terminated from Mercy-USA because of claims related to child safeguarding or PSEA, after investigation, they are reported to relevant authorities and added to relevant criminal/abuser registries to ensure they are not hired again by other INGOs, local NGOs or the UN.

Please note this position relies on donor funding and final approval, if for any reasons the funding is blocked or delayed, Mercy-USA reserves the right to take action including terminating the hiring process and/or the contract immediately.
